The former Straits Times reporter will serve his sentence on June 24 after pleading guilty to having sex with the then 15-year-old girl.
SINGAPORE: Former Straits Times reporter Eisen Teo Guan Kuan was on Monday (June 9) sentenced to 18 months' jail for having underage sex with a girl he was mentoring.
The 29-year old was part of the SPH team producing two weekly magazines for primary and secondary school students. He mentored about a dozen student journalists at the “IN Crowd” media club, which the victim was part of.
Teo started to take a special interest in the girl, who was 15 at the time of the offences, after reading on her blog that she was depressed.
They became romantically involved in the fourth quarter of 2011. On a date to Fort Canning Park in early 2012, he suggested she perform oral sex on him in one of the toilets.
On June 23, 2012, Teo brought the girl to the Serangoon flat he shared with his wife, after telling the girl he needed her help to paint his house. After introducing her to his wife, he had sex with the victim in the study room while his wife was baking in the kitchen.
District Judge Hamidah Ibrahim told Teo he had been "audacious enough" to have done so while his wife was "metres away".
The victim, who cannot be named, attempted suicide two days later and only told her sister a few months later about sex with Teo. She made a police report in December 2012.
During sentencing, District Judge Hamidah said while Teo had pleaded guilty to his offences at the first opportunity, "leniency was out of the question" based on the aggravating factors. She added that he had clearly taken advantage of a young and immature person.
She also said that as early as 2011, Teo was aware that the girl had been mentally unwell when she confided in Teo about her depressive behaviour, which included thoughts of self harm.
In mitigation, Teo's lawyers said he was remorseful and that he was not a sexual predator.
Teo will start serving his sentence on June 24.

SINGAPORE — A school teacher was today (March 31) charged with a slew of sexual offences involving a student.
The 32-year-old teacher faces 10 charges of various sexual offences involving the underage girl, which took place between September 2012 and January 2013.
According to court documents, he allegedly had sex with the girl eight times, as well as committing obscene acts with her twice.
The girl was 15 at the time.
The alleged acts took place at various locations, which included hotels.
The accused’s lawyer, Roy Neighbour, asked for the case to be adjourned for him to make representations.
The accused is out on bail of S$20,000 and will be back in court on April 28.
If convicted of having sex with an underage girl, he could be jailed for up to 10 years and fined on each charge.
For committing an obscene act with a child, he could be fined S$10,000 and jailed five years on each charge.

Mumbai-based GoAir is going all out to trim costs -- and its latest initiative involves dropping all male stewards in order to boost fuel efficiency and reduce the overall weight aboard their aircraft.
INDIA: Mumbai-based GoAir is going all out to trim costs -- and its latest initiative involves dropping all male stewards in order to boost fuel efficiency and reduce the overall weight aboard their aircraft.
The Indian airline has decided to employ female-only flight attendants because they weigh about 20 kilogrammes lighter on average than their heavier male counterparts. The low-cost airline has calculated the move to limit fuel burn will help them save up to US$500,000 a year on fuel costs.
But not everyone agrees with this argument. Captain Varun, vice-president of the Zara Aviation Academy, said: "This is a bizarre decision; there are no solid reasons to say that they are saving a lot in their fuel cost. And males also have their dreams to become cabin crew and so they should also be given a fair chance along with their females counterparts."
Moreover, GoAir's cost saving move to not accept male applicants is also being seen as a clear violation of the right to equal opportunity in matters of employment -- a fundamental right guaranteed in the Indian Constitution.
However, some aviation experts said that discrimination on the basis of physical characteristics and gender -- especially for flight attendants -- is not a new concept in India. For decades, women have dominated the profession in which physical attributes and attractiveness have played a major role in hiring decisions.
However, aviation commentators believe it is time for change. Captain Varun said: "For the hiring, we should not look at the attractiveness of the cabin crew, we should look at the safety and security training, which I feel is the most important part."
The move has also triggered insecurity amongst the aspiring flight stewards who feel that if the trend catches up, it could pose a potential threat to their flying dreams.
One aspiring flight steward, Adeep Ahmad, said: "For sure it will kill all my dreams. Where would I go if these things happen? If all other airlines start following these rules, where will the male cabin crew go?"
Raj Gaur, a fellow aspirant, echoed similar sentiments. He said: "If every airline starts following such rules, then where will youth aspirants go? There will be no option left at all for them in this field."
The rupee depreciation has made it necessary for all Indian airlines to cut costs and save on fuel. While some like GoAir have resorted to desperate measures to stay afloat, others airlines are looking at alternative measures to reduce weight.
However, short of waiting for foreign investors to bail them out, the aviation industry has no option -- some tough measures must be implemented as Indian airlines brace themselves for turbulent times.

为提升结婚率，社会及家庭发展部属下的社交发展网首次推出约会礼券，希望单身人士的亲友在帮忙拉红线时能出一份力。
这些面值10元的约会礼券，要买几张不受限。社交发展网指出，单身男女更容易受亲友影响。因此当局希望鼓励亲友购买约会券送给单身的亲人，好让他们参加更多联谊。
礼券只能在11家通过当局鉴定的红娘公司消费，限用于新加坡公民和永久居民。约会礼券可在网上购买，或拨打当局热线询问。红娘公司的活动收费一般介于10元到1000元不等。
另外，当局将会在这个月29日到明年2月2日，一连五个星期举办约会节，举办天数比去年多了一倍。约会节期间也将举办一个速配晚宴，当局希望能够打破435名单身人士参与的南非世界纪录，或是改写52人的新加坡纪录大全。参加活动的单
身人士都能获得100元的津贴，比去年的25元多。
不过，社会及家庭发展部代部长陈振声也表示，津贴的多寡并不是重点，这些活动的重点，是要让国内的年轻单身人士，有更多机会来认识其他的朋友，或是扩大他们的社交圈子。

SINGAPORE: Friends and family of those who are single can now help to widen their social circle by buying them dating cash vouchers.
Launched on Tuesday by the Singapore Development Network (SDN), the vouchers come in denominations of S$10 and are valid for four months.
Single recipients can use the vouchers to pay for services at any of the eleven dating agencies accredited by SDN.
SDN has said that it hopes the cash voucher would encourage family and friends to play an active role in helping to widen the social circle of their single loved ones.
Michelle Goh, a certified dating practitioner of dating agency Complete Me, said that singles may not want to use a dating agency's services due to fear of being seen as an unsociable character.
"The stigma of dating agencies is still there, but since you have a voucher, why not utilise it? This will encourage them to take the first step forward," said Ms Goh.
SDN also announced a Dating Fest for singles, where participants can enjoy subsidies of up to 50 per cent for any accredited agencies' events, services and packages, capped at S$100 per single.
Dating vouchers can also be utilised during this period.
The Dating Fest will take place from 29 December 2012 to 2 Feb 2013.

The Deal, Kent native and her nearly symmetrical mug were recently named winners of "Lorraine: Naked" — a "natural beauty" contest organized by ITV's lifestyle program Lorraine. To win, some 8,000 entrants had to rely on their God-given good looks: No make-up or cosmic enhancements of any kind were allowed.
In addition to being crowned "Britain's most beautiful face," the Dover Grammar School senior and part-time chip shop employee will be featured in a nationwide ad campaign for beauty and health retailer Superdrug.
"Florence has all the classic signs of beauty," said Carmen Lefèvre of the Perception Lab at the University of St Andrews' School of Psychology. "She has large eyes, high cheekbones, full lips and a fair complexion. Symmetry appears to be a very important cue to attractiveness."

Scientists have made a surprising discovery: The more options you have for choosing a lover, the likelier you are to end up with no-one.
British investigators, in a new study released on Wednesday, looked at the strange dynamics of choice in speed-dating, a fashionable way for singles to meet.
Speed-daters race through a rota of one-on-one meetings, judging each person for suitability after a conversation of a few minutes that ends when a bell sounds.
Assessing large numbers of candidates was not a problem in itself, the researchers found.
In fact, many speed-daters found more potential partners when they were able to cast their net into a larger pool.
But this advantage only worked when the available candidates were all broadly similar.
When candidates were too dissimilar, speed-daters became confused by many conflicting factors -- and often failed to choose anyone.
"There are models of human 'rationality' which posit that variety is a good thing," said researcher Alison Lenton at the University of Edinburgh in Scotland.
"What will be surprising to some people is that our results suggest that increasing option variety leads to chooser confusion. People are more likely to choose no-one at all when faced with greater variety."
The study, published in the British journal Biology Letters, tracked 1,868 female and 1,870 male participants at 84 commercial speed-dating events.
Hopeful singles gave details of their occupation, education level, age, height, weight and religious affiliation, allowing researchers to gauge differences.
The women's mean age was 34.3 years and men were aged 35.6. Twenty percent of women and 27 percent of men were in professional or managerial positions, and the remainder classified themselves as "skilled non-manual" or other occupations.
Speed-daters met in groups and engaged in three-minute encounters with between 15 and 31 singles of the opposite sex.
After the event, the organiser matched up individuals who indicated a mutual interest in each other, thus opening the way to a possible date.
Big speed-dating events typically generated 123 such "proposals," or shows of interest, when candidates were similar, the researchers found. But the number dropped by more than a quarter, to 88, when candidates were varied.
Small speed-dating events would lead to 85 proposals when candidates were similar. But this fell by nearly a third, to 57 proposals, when candidates were varied.
Men were generally keener than women in formulating a proposal -- but were also likelier to be stumped by choice.
In short, variety is fine... but in manageable doses.
"Dealing with variety requires attention and memory, and we have only so much capacity for each," Lenton explained in an email with AFP.
Extending encounters by 10 minutes might not greatly change results, she said.
"It is extremely common for us to make quick judgments about other people, even in a matter of seconds. And once those judgments are formed, they can be difficult to change."
Amber Soletti, who runs a speed-dating company in New York, said grouping singles by interest or physical preferences boosted chances of a successful connection.
Her company, OnSpeedDating.com, offers 75 niche groups, such as "Asian Persuasion," "Fitness Singles" and "Worldly Singles" who like to travel.
Soletti started the company after failing to find anyone of interest at general speed-dating events.
"I only like to date men 6-foot-1 (1.85 metres) and taller. I always went to single events that had shorter men, so I didn't find anyone," she said by phone.
But now, "If I go to our tall event, I have a better chance of meeting someone," she said.
"People know what they like."

SINGAPORE: Valentine's Day is on Monday but being a working day, some may be hard-pressed to find time for romance. E-mail may be the quick fix for those seeking romance.
A survey conducted in Asia and Europe by software giant Microsoft said three in 10 Asians exchange images with their love interest via e-mail. This compared to Europe, where the figure is two in 10.

SINGAPORE: Valentine's Day is on Monday but being a working day, some may be hard-pressed to find time for romance. E-mail may be the quick fix for those seeking romance.
A survey conducted in Asia and Europe by software giant Microsoft said three in 10 Asians exchange images with their love interest via e-mail. This compared to Europe, where the figure is two in 10.

HONG KONG : The Chinese calendar may be set to welcome in the 'Year of the Rabbit' but the new year could be auspicious for love cheats, astrologers predict, and those who want a younger partner.
China celebrates the first day of the Lunar New Year on Thursday and many Chinese people are keen on using the occasion to get a glimpse of what might be in store next year.
"The 'Year of the Rabbit' will see a lot of unusual romantic relationships," Hong Kong astrologer Anthony Cheng told AFP. "Including extra-marital affairs and relationships with huge age differences."
Cheng said husbands and wives should keep watch for wandering eyes as their trusted partners look for stimulation elsewhere, although the coming year will also be lucky for couples planning to tie the knot.
"The Year of the Rabbit is an auspicious time for marriages, so I would expect to see a lot of people taking the plunge, including famous people," he added.
"Those who are single are likely to find girlfriends or boyfriends, those who are in relationships are likely to get married, while those who are married are likely to have babies," Cheng predicted.
But women could see more health problems than usual, astrologers say, and should place a yellow gourd on their desks at work to ward off pesky colds and other ills -- no matter what bemused colleagues might think.
The predictions are made by analysing a person's birth date as shown in the Chinese Solar Calendar, one of the most keenly-watched methods for laying out one's destiny among Chinese communities around the world.
In Chinese culture, many people take the predictions seriously and even adjust their lives accordingly.
The Chinese calendar moves in 60-year cycles, meaning the world will experience similar events to those seen 60 years in the past.
In the Chinese zodiac, the rabbit is fourth in a cycle of 12 animals that represent each Chinese New Year, with the Year of the Rabbit falling between February 3, 2011 to January 22, 2012.
But seismic events aren't just reserved for matters of the heart. Weird weather patterns and natural disasters are also in the offing.
"Countries like the US, Canada and Taiwan will probably suffer from natural disasters or accidents," astrologer Alion Yeo told AFP.
"The weather will oscillate between the extremes -- it will either be extremely cold or extremely hot."
North and South Korea will continue to exchange hostilities, but the hardline Stalinist state should be more concerned about a disastrous epidemic.
"North Korea will likely witness an epidemic that would require assistance from the international community," said Peter So, a prominent Hong Kong astrologer and television personality.
Major accidents including train wrecks, fires, falling buildings or bridges are likely in Korea, India, Pakistan and throughout Africa, said Cheng, adding that Russia and China's Inner Mongolia province will experience large-scale earthquakes, with magnitudes of five or higher on the Richter Scale.
And it'll be a mixed bag for some of the world's political leaders.
China's president Hu Jintao will have luck on his side but his US counterpart Barack Obama has a so-so year in store based on the Chinese fortune-telling system, known as the Four Pillars of Destiny.

ScienceDaily (Jan. 28, 2011) — The 'smug marrieds' may have good reason to feel pleased with themselves as experts now confirm that long-term committed relationships are good for mental and physical health and this benefit increases over time.
In an editorial published by student BMJ, David and John Gallacher from Cardiff University say that on average married people live longer. They say that women in committed relationships have better mental health, while men in committed relationships have better physical health, and they conclude that "on balance it probably is worth making the effort."
Men's physical health probably improves because of their partner's positive influence on their lifestyle and "the mental bonus for women may be due to a greater emphasis on the importance of the relationship," they write.
But the journey of true love does not always run smoothly, maintain the authors, pointing to evidence that relationships in adolescence are associated with increased adolescent depressive symptoms.
And not all relationships are good for you, they add, referring to evidence that single people have better mental health than those in strained relationships.
They also confirm that breaking up is hard to do, saying "exiting a relationship is distressing" and divorce can have a devastating impact on individuals. Having numerous partners is also linked with a risk of earlier death.
They conclude that while relationship failures can harm health this is not a reason to avoid them. A good relationship will improve both physical and mental health and perhaps the thing to do is to try to avoid a bad relationship rather than not getting into a relationship at all.

SINGAPORE: Preliminary estimates show that Singapore's total fertility rate has dropped to a record low of 1.16 last year. This is even lower than the 1.22 in 2009, and well below the replacement rate of 2.1.
Deputy Prime Minister Wong Kan Seng said the number of new Permanent Residents in 2010, was halved from a year ago.
Mr Wong, who heads the newly formed National Population and Talent Division, revealed the numbers as he laid out the country's long-term strategy for managing population growth.
After an influx of foreigners during the boom years, the government took steps to mitigate their inflow in 2010. Criteria for PR status were tightened, while more was done to integrate new citizens.
The move comes amid growing discomfort among Singaporeans over the increased presence of foreigners in the country.
29,265 foreigners became permanent residents last year, a sharp drop from the 59,460 in 2009, and 79,200 in 2008.
The country's aging population and low fertility rate means that the government will need to tap on immigration to augment the population.
Singapore is still facing the problem of having not enough babies. Mr Wong said the government will continue to support couples' decision to get married and have children. He added authorities will aim for a pro-family environment but he also acknowledged that boosting fertility will take time.
In a speech on "Inclusive Growth" delivered at the Singapore Perspectives Conference organised by the Institute of Policy Studies, Deputy Prime Minister Wong Kan Seng reiterated that citizens' interests will always come first.
Growing the population, Mr Wong explained, provides the critical mass to attract investors and grow domestic markets.
The key is in attracting the right kind of people.
"Singapore's population story is still evolving. Looking ahead, continual refinements will need to be made at appropriate junctures to ensure that Singapore will remain our best home. Like other countries around the world, we must continue to welcome suitably qualified people to work and live in Singapore and contribute to our society," said Mr Wong.
Mr Wong described these "suitably qualified people" as an "improvement in the quality of new PRs".
According to the latest population census, PRs in Singapore tend to be better educated. Almost half of the PR population last year were degree holders, compared with 18 per cent of citizens.
The number of new citizens remained relatively steady at 18, 758 in 2010, compared to 19,928 for 2009.
According to Mr Wong, the new Population and Talent Division will formulate, coordinate and review whole of Government policies. In doing so, Mr Wong said the focus is on achieving a "sustainable population profile".
Three principles will guide this effort - to preserve and uphold what is distinctive and unique about Singapore, to ensure growth and change benefit Singaporeans, and to remain nimble and prepared as well as make adjustments along the way.
Mr Wong said what is unique about Singapore is that its people "value hard work, thrift and honesty".
Singapore has also made multi-ethnic diversity work for it.
So in managing the population, Mr Wong said the government will "always be guided by the need to preserve a strong citizen core" and to "maintain stability" in the ethnic mix.
Observers say the latest figures on new immigrants will go some way in addressing Singaporeans' concerns.
Dr Leong Chan Hoong, a Research Fellow with the Institute of Policy Studies, said: "There is a very reassuring effect for Singaporeans and certainly I think this will help assure Singaporeans that the policy makers have their interests as a priority."
Inclusive growth has been a buzzword of late, and more recently, it was debated in Parliament. The idea is that no Singaporean is left out even as the country progresses. Observers said this is likely to be a hot button issue at the next general elections due by February 2012.

SINGAPORE : About 373 Singaporeans were infected with HIV from January to October this year, bringing the total number of HIV cases in Singapore to 4,777.
The Ministry of Health (MOH) said it expects the total number of new HIV cases for this year to come close to that of last year's figure of 463.
Of the 169 cases reported between January and June this year, about 60 per cent of the cases had late-stage HIV infection.
And of these, about 90 per cent were men and the rest, women.
Sexual transmission remains the main mode of HIV transmission.
Of the 169 cases reported in the first six months of this year, 166 acquired the infection through the sexual route, with heterosexual transmission accounting for 56 per cent of infections, homosexual transmission acounting for 33 per cent of infections, and bisexual transmission 9 per cent. One was infected through intravenous drug use.
The MOH has urged those at risk of HIV infection and those who engage in risky sexual behaviour to go for regular HIV testing.

Research across a variety of cultures has demonstrated that men typically find the curvaceous female form sexually attractive. Other studies have shown that wide hips in women are associated with health and reproductive potential, so the attraction makes evolutionary sense.
Scientists from Georgia Gwinnett College in Lawrenceville, Georgia, studied the responses of 14 men with an average age of 25 to nude photographs of women before and after undergoing cosmetic surgery that redistributed fat from their waists to the buttocks to give them more of an hourglass figure. The operations did not reduce the weight of the women, but gave them an “optimal” Waist to Hip Ratio (WHR) of about 0.7.
The fMRI brain scans of the male subjects showed the post-surgery pictures activated the same regions of the brain that are activated by rewards, alcohol and drugs. Changes to women’s body mass index (BMI) did not affect the reward centers, but instead activated brain areas associated with the visual recognition of shape and size. This suggests judgments of female attractiveness based on body fat are based on society expectations rather than being hard-wired in the brain.
Steven Platek, an evolutionary cognitive neuroscientist, said the research may help explain why some men are addicted to pornography, and may also shed some light on other disorders “such as erectile dysfunction in the absence of pornography,” and add to our study of sexual infidelity. It also helps explain phenomena such as sexual harassment and whistling at curvaceous girls in the street. Platek said the BMI results suggest the female form projected by the media, of skinny waif-like models, is not the most attractive to men, and curves are worth their reproductive weight in gold.
The research paper, by Platek and Devendra Singh, presents the first description of the effect of WHR on men’s brains. It was published online in PLoS One on February 5.

Most of the girls were found to have chlamydia while the boys had gonorrhoea. Both sexes also had genital herpes and genital warts.
Sexually transmitted infections (STIs) have been on the rise among teenagers. Last year, 791 teens were diagnosed with STIs at the DSC, more than three times the 238 cases in 2002. As of August this year, the number was 526.
