SINGAPORE: Bright Hill Evergreen Home has officially opened the doors to its new premises in Punggol.
It is one of four new nursing homes the Health Ministry has completed this year as part of efforts to have aged care facilities in every neighbourhood in Singapore.
As a newly-developed nursing home, the centre said it is not only larger, but more purpose-built and operates on an enhanced set of processes to achieve its desired model of care.
Member of Parliament for Pasir Ris-Punggol GRC Penny Low said: "Today's event, therefore, marks a milestone in the development of healthcare facilities, for Singaporeans residing in particular within the northeast region. This region itself is also heavily populated, and within Punggol itself, the population will be doubling. Therefore, the need for such services cannot be understated."
Member of Parliament for Pasir Ris-Punggol GRC Teo Chee Hean opened the centre on Saturday.
The home was previously located in Bukit Panjang. It now has a nine-storey building in Punggol Field.
It has also expanded its capacity from 68 beds to 248 beds. The home said it is already almost at full capacity.
The home is located near Punggol waterway and features an open concept design with greenery.
Another new feature of the home is the tightly-supervised wards which include secured doors, which can only be opened with access cards.
The home said this is to ensure better security and safety of the residents, particularly for residents with dementia, without restricting their freedom to move around.

StarHub to compensate customers affected by SingTel facility fire

StarHub said it will compensate customers whose services were affected by the fire at SingTel's Bukit Panjang Exchange earlier this month.
SINGAPORE: StarHub said it will compensate customers whose services were affected by the fire at SingTel's Bukit Panjang Exchange earlier this month.
This comes ahead of its compensation discussion with SingTel.
StarHub leases fibre capacity from SingTel, and some of its customers had their services disrupted when the fire broke out.
As compensation, affected StarHub TV customers will get free viewing of more than 170 channels for a month.
Digital Voice customers will get their subscription fee waived for a month, and broadband customers will receive a S$10 supermarket voucher.
Letters will be sent to affected customers with more details.
StarHub said the compensation is a gesture of appreciation to affected customers who had shown patience and understanding during the disruption.
It also noted that during the service disruption, StarHub's topmost priority was to restore services for affected customers as quickly as possible, while ensuring that they were updated on the restoration progress through announcements on social media channels and the hotline.
To further assist fibre broadband customers whose services were affected for a longer period of time, StarHub provided temporary cable broadband access for free while they waited for their fibre connection to be rectified.
StarHub's cable TV, cable broadband and Digital Voice services were restored for customers on October 10, while all of its affected fibre broadband connections were back to normal by October 18.

Minister for Social and Family Development Chan Chun Sing said he does not welcome Ashley Madison, a dating website targeting married spouses, into Singapore.
SINGAPORE: Minister for Social and Family Development Chan Chun Sing said he does not welcome Ashley Madison, a dating website targeting married spouses, into Singapore.
Posting on his Facebook page on Friday, Mr Chan said he is against any company or website that harms marriage.
"Promoting infidelity undermines trust and commitment between a husband and wife, which are core to marriage," said Mr Chan, who is also second minister for defence.
"I'm heartened by the responses of many Singaporeans who also spoke up against such website," he added.
Mr Chan's comments followed reports that Ashley Madison plans to expand into Singapore next year.
The website, which touts itself as "the famous name in infidelity and married dating", and has a tagline "Life is Short. Have an Affair," has a presence in the US, Europe and a number of other places, including Hong Kong and Japan.
News of its plans for Singapore prompted strong responses, including the formation of a Facebook group called “Block Ashley Madison” that has garnered over 11,000 likes.
In a statement, the Media Development Authority (MDA) said its content regulatory framework is based on community standards and social norms.
A spokesperson said since there are growing public sentiments against the site, it will take these into account when evaluating the website, if it is set up.
Under the Broadcasting Act, MDA has the powers to act against Internet content providers which violate community standards and social norms.
This includes issuing take-down notices or site-blocking.

HDB resale transactions fall across all flat types in Q3
HDB resale transactions fall across all flat types in Q3
POSTED: 25 Oct 2013 10:46
UPDATED: 25 Oct 2013 23:24
HDB Resale Price Index (RPI) fell by 0.9 per cent in the third quarter of this year. This was a slightly bigger drop than the flash estimate of 0.7 per cent released earlier this month.
SINGAPORE: HDB Resale Price Index (RPI) fell by 0.9 per cent in the third quarter of this year.
This was a slightly bigger drop than the flash estimate of 0.7 per cent released earlier this month.
The last time resale flat prices dipped was at the start of 2009, when the recession hit.
Prices have been on the upward trend since and reached a peak in the second quarter of this year, when prices went up by 0.5 per cent.
The volume of resale transactions has also gone down.
There were 5,235 transactions in the second quarter, and this fell 13 per cent to 4,529 in the third quarter.
It is also a 27 per cent drop compared to the same period last year.
Analysts say one reason for the drop is the ramped up supply of Build-To-Order (BTO) flats.
Next month, HDB will offer about 4,950 BTO flats in areas such as Bukit Batok and Hougang. Another 3,000 balance flats will also be on offer concurrently.
In all, HDB say it is on track to launch 25,000 BTO flats for the whole of this year.
Steven Tan, Managing Director of OrangeTee, said: "There was a shift in buying demand from HDB resale flats to BTO flats. Many buyers were enticed by the affordable pricing of BTO and the attractive CPF housing grants. Singles are also allowed to buy BTO flats."
Another reason is the new restriction imposed on permanent residents (PRs), who have to wait three years before being allowed to buy a resale flat.
Mr Tan added: "This policy actually caused quite a big impact because PRs are the buyers who are willing to pay a higher price for the resale flats."
Loan restrictions introduced earlier in the year could have also played a part.
But some analysts say events beyond Singapore's shores have also affected investor sentiments in the third quarter.
In particular, the announcement in May that US federal authorities are considering tapering its monetary stimulus programme sparked concerns of global interest rate hikes.
However, this decision has since been postponed.
Colin Tan, Director and Head of Research & Consultancy at Suntec Real Estate Consultants, said: "The US Federal authorities are thinking of unwinding their monetary policy, or having a looser monetary policy, which means there's this fear of interest rates hikes.
“This fear that investors have is that when interest rates go up, prices might come down. I think in that sense, most investors decided to wait on the sidelines and this has also affected HDB investors.
“Most upgraders would want to keep their HDB flat because of the ruling that once you sell you can't get back in. So some of these HDB investors may start to have cold feet, because there (were) three months of very weak sentiments."
In the rental market, subletting transactions also fell, slipping 5 per cent from 7,891 cases in the second quarter to 7,505 cases in Q3.
Some property analysts expect the HDB resale price growth for this whole year to come in around zero to one per cent.
This is down from 6.6 per cent last year, and double digit growth in the two years before that.

Private residential property prices in S'pore rise 0.4% in Q3
Private residential property prices in S'pore rise 0.4% in Q3

Growth of private home prices slowed in the third quarter. Prices of private residential properties rose 0.4 per cent, lower than the 1 per cent increase recorded in the previous quarter.
SINGAPORE: Growth of private home prices slowed in the third quarter, affected by property loan curbs implemented in June.
According to the Urban Redevelopment Authority (URA), prices of private residential properties rose 0.4 per cent in the third quarter of 2013.
This was lower than the price increase of 1 per cent recorded in the previous quarter, as the cooling measures continue to weigh on high-end and mid-tier private homes.
The mass-market private residential segment was the only one that saw price growth in the third quarter.
Home prices there grew at a slower pace of 2.2 per cent, which contributed to the 0.4 per cent increase in overall private home prices in Q3.
Prices of homes in the city centre dipped 0.3 per cent, while those in the city fringe fell 0.9 per cent -- the first decrease for the region since the first quarter of 2012.
But some analysts said there may be upsides ahead.
Alice Tan, associate director and head of consultancy & research at Knight Frank, said: “We are likely to see more new launches at good locations, and these kind of projects are likely to draw a certain healthy level of interest, (so) prices are likely to be slightly higher than what we see in Q3.”
According to URA, some 107,400 private homes and executive condominium units are expected to be completed in the next three to four years.
Some analysts warn that the strong pipeline of new homes could hurt price growth.
Nicholas Mak, executive director at SLP International, said: "This is actually one of the largest supply that we have seen in the last 20 over years.
“Some of these housing units might actually be bought by investors who are hoping to rent them out, and if our populations are not increasing at that very high rate, what we could see is that rental rates could be depressed and this will in turn lead to even slower price growth, and even stagnate the rate of price increase totally."
In addition, Knight Frank said that concerns over a potential oversupply of private homes could also moderate developers' bids for land sites.
For the fourth quarter, analysts said mass market homes will continue to drive a moderate price increase.
They expect private home prices to grow by between two and three per cent this year.
Meanwhile, rentals of private homes continued to climb for the 16th consecutive quarter, rising by 0.2 per cent in Q3.

Sentosa Cove home sales down after stiffer ABSD rates
POSTED: 24 Oct 2013 19:22
Sales of private residential properties in Sentosa Cove have fallen substantially this year, following stiffer Additional Buyer's Stamp Duty (ABSD) rates implemented in January this year.
SINGAPORE: Sales of private residential properties in Sentosa Cove have fallen substantially this year, following stiffer Additional Buyer's Stamp Duty (ABSD) rates implemented in January this year.
Property agency PropNex said industry data showed that 42 apartments and landed homes were sold in the first nine months of this year, compared with 98 units transacted in the whole of last year.
The revised ABSD requires foreigners to pay an extra tax of 15 per cent on the purchase of any residential property in Singapore.
Analysts said this has deterred some investors, such as high net-worth individuals, from buying homes in Sentosa.
Despite the weak demand, market watchers said home prices in Sentosa Cove have been relatively stable.
Mohd Ismail, chief executive officer of PropNex, said: "In fact, the prices of today are more than (those in) 2011, and if you compare last year's to today's prices, the prices have only dipped marginally by 1 to 2 per cent.
“I think this is because a lot of people who have bought properties in Sentosa have the holding power, and with such low interest rate environment and good rental yield, people have no interest to sell."

Nearly two in five Singapore workers have received requests from their bosses that have nothing to do with their main job scope. 21 per cent of respondents said the requests were downright absurd.
SINGAPORE: Would you dress up as a superhero to meet clients?
Or take the rap for your boss's traffic offence?
These are just two examples cited by employees of their bosses' requests in a survey conducted by JobsCentral, a job portal.
The survey found that nearly two in five Singapore workers have received requests from their bosses that have nothing to do with their main job scope.
21 per cent of respondents said the requests were downright absurd.
Over 3,500 Singapore workers were surveyed from May to June this year.
The survey found that Generation X workers are most likely to be called upon by bosses to do non-work-related tasks.
Men are more likely than women to report taking on tasks outside their job description.
Workers from small and medium companies (SMEs) appeared to make more of such non-work-related requests.
Bosses in the construction industry are more likely to ask their subordinates to run personal errands.
This is followed by the manufacturing and services industries.
Other absurd requests made by bosses included doing homework for the boss' children, and waiting in the boss' car and keeping a lookout for summons officers as the vehicle was illegally parked.
