HDB receives 7 bids for Punggol Central mixed site

SINGAPORE : Joint tenderers Emerald Star and FC Retail Trustee have submitted the highest bid of S$1.021 billion for a mixed commercial and residential site at Punggol Central/Punggol Walk.

The Housing and Development Board (HDB) received a total of seven bids at the close of its tender on Tuesday.

The 29,999 square metre site is being offered for sale on a 99-year lease.

It has a maximum gross floor area of 125,997 square metres, which can yield an estimated 685 dwelling units.

The top bid of S$1.021 billion for the land parcel translates to about S$8,103 per square metre per gross floor area.

The next highest bid of S$849.8 million came from the Punggol Retail Development and Qingdao Construction joint venture, followed by a S$786 million joint bid by Keppel Land Realty and K-Commercial Management.

The lowest bid of S$250 million was submitted by Mezzo Development.

The land parcel was launched for public tender on November 30 last year.

HDB said it would evaluate the bids and announce the final tender results at a later date.

Analysts said the site's proximity to the Punggol MRT station was among its main draws.

It will be the first mixed development to be constructed by private developers and its potential to be developed as the first shopping centre in Punggol could give the developer the "first mover advantage in this area," said Mr Nicholas Mak, executive director at the Research & Consultancy Department of SLP International Property Consultants.

He said the top bid submitted by the Frasers Centrepoint group translates to a land price of $753 per square foot (psf) of potential Gross Floor Area (GFA) and is 20.1 per cent higher than the second highest bid from the consortium led by the Qingdao Construction group.

Mr Mak said the maximum allowable GFA is some 1.356 million sq ft, from which a maximum of 40 per cent or 542,488 square feet can be used for commercial purpose.

The remaining space of about 813,732 square feet could be developed into about 700 apartments, he added.

SINGAPORE: High tides and heavy rain are expected over the weekend.

The National Environment Agency (NEA) said high tides of at least 3.3 metres are expected from February 19 to 21.

NEA also said afternoons showers with thunder can be expected during this period.

Flash floods may occur in low-lying areas especially if the high tides coincide with heavy rain.

The low-lying areas include Lorong Buangkok, Jalan Seaview, Meyer Road, Lorong 101 - Lorong 106 Changi and Everitt Road North.

NEA will issue warnings through the media when heavy rain is expected.

The public can also call PUB's 24-hour Call Centre at 1800-284 6600 to report obstructions in drains or to check the flood situation.

SINGAPORE: Official distributor of Honda cars in Singapore Kah Motor said close to 1,900 vehicles it sold are affected by the global recall announced on Thursday.

The figure does not include vehicles sold by parallel importers.

The three models affected are Jazz, City and Freed. They were manufactured in the last two years.

Kah Motor said it would start writing to owners immediately and would also notify them once the car replacements arrive.

It added that the replacement of car parts would take about three hours.

The Japanese car maker said on Thursday it was recalling nearly 700,000 vehicles worldwide due to defective parts that could stall the engine and cause problems restarting in certain models.

The move comes after the car giant was forced to call back about 1.35 million vehicles in December and is the latest in a series of recalls to hit Japan's auto industry.

Honda said defective spring parts had been found in its Freed compact minivan, Fit compact car and City sedan that could deteriorate over time, resulting in abnormal sounds and in the worst case lead to stalling.

SINGAPORE: The Family Court will be given more power to deal with societal changes brought about by an increasing mobile society and rising divorce rates here.

At the 20th Subordinate Courts Workplan for the coming year, Chief Justice Chan Sek Keong said on Friday that counselling and mediation will now be gradually made compulsory for divorcing couples with children under 21 years old, starting with families with younger children.

If either parent refuses to attend the sessions, the court may impose legal costs on the non-compliant party or not proceed with the divorce application, until they attend the counselling sessions.

Implementing this comes in line with the amendment to the Women's Charter.

Statistics also showed that close to 90 per cent of divorcing couples in 2009, who had children below 21 years old, had disagreed with the court's decision concerning the custody of their children.

Other changes to the Family Court include hearing child abduction cases, handling financial matters for foreign divorces and establishing weekly night sessions to hear maintenance matters.

On the consumer front, more non-injury motor accidents claims will be heard at the financial dispute resolution centre instead of in the courts.

Cases involving amounts up to S$3,000 can be heard there, instead of the current limit of S$1,000, freeing up the courts to handle other cases.

CJ Chan said that "public interest demands that criminal cases are better handled and managed".

The challenges are to provide a high standard of justice and to cope with the demand of court services efficiently, he said.

A drugs court dealing with all drug cases will also be set up, said CJ Chan, who cited the successes of specialist courts like the Traffic Court.

Other highlights of the Workplan include the aim for case filing to go paperless, and the enhancement of the professional development of judicial officers to maintain a high standard of judges here.
