SINGAPORE: By 2018, there will be an increase of 24,700 Muslim prayer spaces since 2009, said Minister-in-Charge of Muslim Affairs Yaacob Ibrahim on Thursday (April 14).
This will come from the upgrading of 5 mosques under MUP Phase 2, including the redevelopment of Darul Ghufran Mosque, the completion of Maarof Mosque in Jurong West later this year and Yusof Ishak Mosque in Woodlands in early 2017.
Last month, Dr Yaacob announced that monthly contributions by Muslims to the Mosque Building and Mendaki Fund (MBMF) will be raised by between S$1 and S$10 beginning June 1. “This was necessary to meet the critical needs of our community,” he said, noting that since 2009, two mosques have been built and 17 upgraded.
Dr Yaacob also announced that a temporary covered prayer space catering for 500 congregants will be built opposite Al-Istighfar Mosque later this year, to relieve the “space crunch” there. In the long term, the Islamic Religious Council of Singapore (MUIS) will upgrade the mosque, he said.
He added: “Last year, I shared our long term plans to build a new mosque in Tampines North. Over the past year, we have been working with government agencies to identify a suitable location for the mosque, bearing in mind the needs of the future neighbourhood town.
“I am happy to announce that we have safeguarded a site along Avenue 10, and in the heart of the future Tampines North town. The mosque will serve residents and workers there, and will also be accessible to those in Pasir Ris West and Punggol.”

SINGAPORE: Young, dual-income families can look forward to over 2,000 more childcare places in 2016, with the National Trade Union Congress' (NTUC) My First Skool opening childcare facilities in Jurong West, Punggol and Sengkang.
Each of the four centres opening this year can take in between 200 and 500 children.
My First Skool aims to grow its enrolment to 20,000 by 2020 - up from the current 13,000 places. This was announced at the opening of its newest childcare centre at Punggol Waterway Point on Tuesday (Mar 15).
NTUC's Secretary-General Chan Chun Sing, who was at the launch, said larger childcare centres give teachers the chance to pilot and try new ways of doing things. For instance, they can try out different teaching and learning pedagogies to bring out the best in every child.
"It's not just about the numbers - we're talking about people who are committed to the preschool sector and have the interests of the children at heart," he said. "But as you can see in this larger centre, it actually allows us to have economies of scale. It also makes it more attractive for the teachers to come because they're working as part of a larger team. So actually it gives us a lot of advantages to try new concepts."

To provide home buyers with more choices for private housing, the Urban Redevelopment Authority (URA) and Housing & Development Board (HDB), as the Government’s land sales agents, will be releasing three sites that can yield about 1,500 units for sale in December 2014 under the 2nd half 2014 (2H2014) Government Land Sales (GLS) Programme.
URA released a residential site at Jurong West Street 41 (Parcel B) for sale today, while HDB will launch an Executive Condominium site at Woodlands Avenue 12 for sale on 16 December 2014. Both sites are under the Confirmed List. URA also made available a commercial & residential site at Holland Road for sale on the Reserve List1 today. Please refer to Annex 1

- First sale site under Holland Village Extension plans
Holland Village is one of Singapore’s most distinctive lifestyle destinations. Set amidst winding narrow lanes and low-rise shophouses, it has an urban village feel distinguished by its laid-back daytime allure contrasted with a vibrant dining scene at night. Residents and visitors mingle amidst the wide-ranging and eclectic mix of shops and restaurants in the area that contribute to Holland Village’s unique identity. Public transport access to the area has also improved with the opening of the Holland Village MRT station on the Circle Line.
Plans for the Holland Village Extension were first announced during the Master Plan 2014. URA is now offering a land parcel at Holland Road for sale to extend this Identity Node with a new, mixed-use, pedestrian-oriented development that would add to the vibrancy of Holland Village as a great place to live, work and play. This mixed-use development will offer more retail and dining options to enhance the area’s buzz and provide more residences for people who wish to live in the heart of Holland Village.

Concept and Price Revenue tender system
As the design of the new development is critical to ensuring good integration with the existing context and setting Holland Village apart as a distinctive and endearing Identity Node, a Concept and Price Revenue tender system will be adopted to evaluate the tenders received for the commercial & residential site at Holland Road.
Under this system, tenderers are required to submit their concept proposals and tender prices in two separate envelopes. The concept proposals will be first evaluated against a set of criteria specified in the tender. Only tenders that meet the criteria will be considered for award. Refer to Annex 3

At the second stage, the price envelopes of the proposals with acceptable concepts will be opened for consideration. The site will then be awarded to the tenderer with the highest bid price among those with acceptable concept proposals.

Lake Life EC priced below indication despite strong interest
TODAY reports: The executive condominium has been priced at an average of S$857 per square foot (psf), below the indicative pricing of S$880psf to S$890psf.
SINGAPORE: Lake Life, the first executive condominium (EC) offering in Jurong in 17 years, has been priced at an average of S$857 per square foot (psf) for the 546-unit project, well below the indicative pricing as its developers seek to secure demand amid stricter financing rules.
The consortium of developers led by Evia Real Estate had earlier said units at Lake Life EC could be priced at S$880psf to S$890psf amid strong interest in the project. However, after analysing the profiles of its 1,853 e-applicants – a record high for an EC development – it found that the purchasing ability of the potential buyers was lower than expected.
“Most developers would target at least a 10 per cent margin, but then today we have the MSR (Mortgage Servicing Ratio), and looking at the buyers’ income levels and ability to borrow, I’m very reluctant to cross S$1.1 million for most units,” Evia’s managing partner Vincent Ong said on Thursday (Oct 30).
“There’s also the risk that there’s still a lot of stock in the market – for private units, BTO (Build-to-Order) flats and ECs. I could have taken the position to price higher after receiving a record number of applications, but after our calculations, we have to price with buyers’ affordability in mind,” he added.
Mr Ong said the price level translates to a margin of about 6 per cent. The consortium paid S$272.84 million in July last year for the 217,298sqft site at Yuan Ching Road/Tao Ching Road that Lake Life sits on. At about S$418 psf per plot ratio, it is the most expensive EC land to date.
Several months after the record bid, the government announced in December last year that EC purchases would be subject to the 30 per cent MSR cap, a rule that many property analysts said would hit demand for the hybrid public-private homes.
Lake Life’s show flats will open on Saturday and Mr Ong hopes to secure buyers for at least half of the units on offer this weekend.
“While Lake Life is on the higher end of the spectrum, its lower selling price as compared to that of a private condominium means buyers will stand to reap even more returns in the future when taking into account the anticipated appreciation in market value when the EC is fully privatised,” he said.
