4,841 HDB flats on offer in August BTO exercise

SINGAPORE: A total of 4,841 Build-To-Order (BTO) flats were launched on Wednesday (Aug 17), the Housing and Development Board (HDB) announced.
Five new BTO projects were launched - three in the non-mature towns of Hougang, Sembawang and Yishun, and another two projects in the mature town of Tampines, it said in its press release.
The flats are priced from S$79,000, excluding grants, for a two-room Flexi flat in Hougang and Yishun to S$428,000, excluding grants, for a 3Gen flat in Tampines.
Interested applicants for the current exercise may submit an application online at HDB's InfoWEB from Aug 17 to Aug 23. They can also apply at HDB Hub or any of HDB's branches.
This is the third BTO launch for 2016, bringing the total number of BTO flats offered this year to 12,781 units. Together with the 5,170 balance flats offered in the May exercise, HDB has offered a total of 17.951 flats for sale this year.
Another 5,090 BTO flats in Bedok, Bidadari, Kallang Whampoa and Punggol will be launched in November, while about 5,000 balance flats will also be made available in the concurrent Sale of Balance Flats exercise, HDB said.

SINGAPORE: The Agri-Food and Veterinary Authority of Singapore (AVA) is investigating two new cases of cat deaths in Yishun.
According to animal rescue group Yishun 326 Tabby Cat, the two cats were found dead in Yishun on Monday (Jul 25). In a Facebook post, the group said the carcasses of the cats were found at Block 115C Yishun Ring Road and Block 170 Yishun Ave 7.
"As part of the investigation, we are conducting a post mortem of the carcasses," an AVA spokesperson told Channel NewsAsia.
AVA added that not all animal deaths are related to animal cruelty and that the public should refrain from speculation while investigations are ongoing.
The agency said that it has received reports on 47 cases of cats reported dead or injured in Yishun since September 2015. Investigations revealed that of these, three cases were likely related to cruelty, while 14 cases were a result of other causes, such as death caused by road traffic accidents, sickness and disease, as well as accidental falls from height, AVA said.
"Out of the remaining 30 cases, 5 cases are under investigation and 25 cases remain open due to insufficient leads," AVA said.
The agency also noted the risks faced by stray cats. "Stray cats do not enjoy good welfare and living conditions. They are constantly exposed to the elements and face various risks such as starvation, disease and parasitic infestations, animal cruelty and the risk of getting knocked down by vehicles. Stray cats may not be able to fend for themselves in the environment and the risks they face could be fatal. Therefore, stray cats should be rehomed and properly cared for by responsible owners," AVA said.
Last month, 41-year-old Lee Wai Leong, who suffers from moderate intellectual disability, was sentenced to 18 months’ probation for animal cruelty.
Lee had picked a stray cat up from the ground floor of Block 115B Yishun Ring Road and thrown the cat over the parapet on the 13th storey because it "had been very noisy".
Another cat was also found dead at Yishun Street 72 on Jul 20. According to the Society for the Prevention of Cruelty to Animals’ Executive Director Dr Jaipal Singh Gill, the cat was found with two puncture wounds.
“We informed the AVA and they have since taken the cat’s body for a post mortem examination. We will continue to assist the AVA, the agency investigating the spate of cat deaths in Yishun, as best we can,” he added.
AVA added that members of the public can report animal cruelty cases to AVA via its 24-hour hotline at 1800-476-1600. All information shared will be held in strict confidence, it said.

SINGAPORE: Resale prices of flats is up 0.1 per cent in the second quarter of the year compared to the previous quarter, according to flash estimates from the Housing and Development Board (HDB) released on Friday (Jul 1).
The decline comes after the Resale Price Index (RPI) for the first quarter dipped 0.1 per cent from the previous quarter.
The RPI for the second quarter of 2016 came in at 134.8, down marginally from the previous quarter’s 134.7, the HDB said. The index provides information on the general price movements in the resale public housing market.
The HDB plans to launch about 5,000 Build-To-Order (BTO) flats in August in Hougang, Sembawang, Tampines and Yishun.

SINGAPORE: The first executive condominium (EC) project to be launched since the Government raised the qualifying income ceiling from S$12,000 to S$14,000, opened for bookings on Saturday (Sep 26).
Called Signature at Yishun, the project's developer said about 20 per cent of its units have been sold as of 5pm.
"There are buyers whose income is more than S$12,000. The percentage I would estimate is 20 per cent of our total sales,” said JBE Holdings CEO Patrick Lam. “This year is Singapore's SG50 celebrations. We wish to assist buyers to achieve their dream home at affordable prices."
The project at Yishun Street 51, had received 507 online applications. There are 525-units on offer, and the developer said the bulk of the apartments sold are three and four room units. Two-room flats are also available.
The project is going at around S$750 per square foot (psf), lower than the average of about S$800 psf for other ECs.
While the developer said the response is encouraging, one analyst suggested the application rate of just under one buyer per unit is a "clear indication" that the market is weak, considering the price and the fact that income ceilings have been raised by about 16 per cent.
Century 21 CEO Ku Swee Yong said: "Perhaps the market is weak partly due to the global environment and stock market, the currency situation not being very favourable. But some of the buyers may also be concerned about interest rates that are continuing to rise as well as their employment security.
“Furthermore, in the next few months we can expect a few more EC launches, plus the existing launched but unsold stock of about 4,000 over units. I think that will allow buyers to go around Singapore to look for whatever is the most suitable.”
Another EC project in Yishun - The Criterion - also began online applications on Thursday.

SINGAPORE – Prices of Housing and Development Board resale flats continued to fall, with the latest report from SRX Property showing that there was a 0.8 per cent drop in prices last month compared to February.
The decline was 0.8 per cent in non-mature estates and 0.9 per cent in mature estates. Compared to March last year, prices are down 6.6 per cent, said SRX Property today (April 9).
Meanwhile, transaction volume rose 17.5 per cent, from 1,148 flats in February to 1,349 flats last month.
Flats continued to be sold below their estimated market value, with the median Transaction Over X-Value – SRX’s measure of whether people are underpaying or overpaying for properties – at negative S$3,000. This however is improved from the negative S$4,000 seen in February.
Resale flats in areas like Bukit Merah and Serangoon were sold above their estimated market value while flats in Hougang, Yishun and Choa Chu Kang below their estimated market value.

SINGAPORE: There was "strong interest" in North Park Residences during its soft launch on Sunday (Apr 5), with 313 of 430 units sold, developer Frasers Centrepoint (FC) announced in a media release on Monday.
North Park Residences will be part of the Northpoint City integrated development, which will comprise the Yishun Integrated Transport Hub, Nee Soon Central Community Club, a Town Plaza, a Community Garden and retail and F&B outlets..
The 920-unit integrated development project saw even sales across its one- to five-bedroom apartments, according to the release, with Singaporeans accounting for more than 88 per cent of buyers.
Phase 1 units of North Park Residences were released at an average pricing of S$1,300 psf, with prices starting from S$612,000 for a Studio unit to S$1.89 million for a five-bedroom unit.
Mr Cheang Kok Kheong, CEO of Development and Property for FC, said the healthy demand for North Park Residences indicates that buyers are aware of the advantages of its location in Yishun, as well as of being part of an integrated development.
North Park Residences will be officially launched for sale on Saturday, FC said. It is expected to be ready in 2018.

Part of NEA’s move to consolidate waste collection sectors to enable greater efficiency in solid waste management industry
Singapore, 8 December 2014 –
Residents living in the Ang Mo Kio-Toa Payoh, Hougang-Punggol, Woodlands-Yishun and Tanglin-Bukit Merah sectors will join the Uniform Fee (UF) scheme for the collection of refuse from domestic premises with effect from 1 January 2015. The UF rate is $7.49 per month and $24.81 per month for HDB and landed premises respectively (both fees inclusive of GST).

2 Since the UF scheme was introduced in 2012, households across different parts of Singapore have been moving onto a common (uniform) fee for waste collection service, according to their housing type. It started in two sectors, Pasir Ris-Tampines and Bedok, in July 2012, followed by another three sectors, Jurong, Clementi and City, in October 2013. With effect from 1 January 2015, the UF scheme will cover the remaining four sectors, Ang Mo Kio-Toa Payoh, Hougang-Punggol, Woodlands-Yishun and Tanglin-Bukit Merah sectors.
3 The UF scheme, announced by NEA in May 2012, will see all households in Singapore paying the same fees for the same tier of refuse collection services. 4 Consolidation of sectors will allow the PWC industry to realise efficiency gains and raise standards and productivity. This will lessen the impact of rising costs in labour and operations on refuse collection fees, and help to moderate fees in future. As for lower and middle-income households, U-Save rebates are automatically credited to the utilities accounts of eligible households, which would help to offset the increase in refuse collection fees for the affected sectors.
5 Besides the consolidation of the PWC sectors and implementation of the UF, NEA has also been working with the industry to raise overall standards and productivity. This contributes towards developing an efficient waste collection and disposal system while upholding high standards of public hygiene and ensuring better service delivery to residents.
6 The next UF review is scheduled in January 2017. NEA will review the UF every two years. HDB households will pay a uniform fee of S$7.49 per month - they used to pay between S$4.82 and S$5.81. Those living in landed homes will pay S$24.81 per month, up from between S$17.12 and S$19.75 previously.
These four sectors are the last to be covered under the Uniform Fee (UF) scheme for the collection of refuse from domestic premises, introduced by the National Environment Agency (NEA) in May 2012. Under this scheme, households in Singapore will pay the same fees for the same tier of refuse collections services.
To help offset the increase in refuse collection fees for the lower- and middle-income households in the affected sectors, U-Save rebates are automatically credited to the utilities accounts of eligible households, NEA said in a media release on Monday (Dec 8).

HDB launches 7,568 flats, including first housing project in Tampines North

Today, HDB launched 7,568 flats for sale in a mix of mature and non-mature towns under the November 2014 Build-To-Order (BTO) cum Sale of Balance Flats (SBF) exercise. The flats offered include the first housing project in Tampines North, which will also feature the first Three-Generation (3Gen) flats in a mature town.
2This launch brings the total BTO flat supply in 2014 to 22,455 units, in line with HDB’s commitment to launch 22,400 BTO flats for sale this year. Together with the 6,674 balance flats offered under the May and November 2014 SBF exercises, HDB has offered a total of 29,129 flats for sale in 2014 to meet the housing needs of Singaporeans.
Enhancement of Married Child Priority Scheme (MCPS)
3From the November 2014 sales exercise, up to 30% of the flat supply for first-timer families, and up to 15% of the flat supply for second-timer families will be set aside for those applying to live with or near their parents/married child under the MCPS (See Table 1).

November 2014 BTO Exercise
5HDB will offer 4,277 BTO flats spread across six projects in the non-mature towns of Sembawang, Sengkang and Yishun, and the mature town of Tampines. A wide range of flats, comprising 2-room to 5-room flats, as well as 3Gen flats, is offered to meet the diverse housing needs of first-timers, second-timers, multi-generation families and singles.
6Tampines GreenRidges, the first housing development in Tampines North, will be offered for sale. It seeks to offer residents a tranquil living experience in a park-like setting. It is also the first precinct in Tampines to feature the Pneumatic Waste Conveyance System, an automated waste collection system that provides clean and fuss-free waste disposal.
7First-timers will continue to enjoy priority flat allocation, with at least 85% (for 4-room and 5-room flats) and 70% (for 2-room and 3-room flats) of the BTO public flat supply set aside for them. Eligible first-timer singles have the option of applying for a 2-room flat in Anchorvale Fields, Blossom Spring @ Yishun, Meadow Spring @ Yishun or Sun Breeze.
8Married/courting couples who wish to live together with their parent(s) can apply for a 3Gen flat at Tampines GreenRidges, where 3Gen flats will be offered in a mature town for the first time. Other multi-generation families who wish to live near each other in the same BTO project can apply for flats in Anchorvale Fields, Blossom Spring @ Yishun, Meadow Spring @ Yishun, Sun Breeze, Tampines GreenEdge or Tampines GreenRidges, under the Multi-Generation Priority Scheme [1] (MGPS).
[1] HDB will set aside up to 15% of the SAs, 2-room and 3-room flats in a BTO project (subject to a minimum of 20 units each) for parents applying under MGPS. The same number of 2-room and bigger flats will be set aside in the same BTO project for their married children.
9Eligible first-timer families can enjoy up to $60,000 of housing grants, comprising the Additional CPF Housing Grant (AHG) (up to $40,000) and the Special CPF Housing Grant (SHG) (up to $20,000). With these grants, 2-room, 3-room, 4-room and 5-room flats can be purchased from$13,000, $98,000, $205,000 and $346,000 respectively (see Table 2). Further details can be found in Annex A1

November 2014 SBF Exercise
10HDB will offer 3,291 balance flats in 11 non-mature and 15 mature towns under the November 2014 SBF exercise. They comprise 298 Studio Apartments (SAs), 412 units of 2-room, 690 units of 3-room, 1,206 units of 4-room, 632 units of 5-room, 47 units of 3Gen and 6 units of executive flats.
11Flats offered under the SBF exercise are reserved for families. At least 95% of the supply of balance flats (excluding SAs) will be set aside for first-timers. In addition, 50% of the SAs will be set aside for eligible elderly flat applicants under the Studio Apartment Priority Scheme (SAPS), which enable them to age-in-place in the town of their current home, or near their married children.
12SBF flats come in a wide range of flat types, locations and selling prices (see Table 3). About 27% are already completed, while the remaining 73% are under construction. Pricing details and applicable ethnic quotas of the SBF flats offered are in Annex A2

Advice for Flat Buyers
13Applicants are strongly advised to apply for a BTO flat in non-mature towns to enjoy a higher chance of success in securing a flat. Although the SBF flats have a shorter waiting time to completion, the number of units in each town is small, and is likely to attract high application rates.
14Regular updates on the number of applications submitted for the various flat types/towns will be published on the HDB InfoWEB. Applicants are advised to check for updates before submitting their application.
Application for November 2014 BTO cum SBF Exercise
15Application for new flats launched in the November 2014 BTO and SBF exercises can be submitted online on the HDB InfoWEB from today, 25 November 2014 (Tuesday) to 1 December 2014 (Monday). Applicants can apply for only one flat type/category in one town/estate under either the BTO or SBF exercise.

18Next year, HDB plans to launch four Build-To-Order (BTO) exercises, with a total of 16,900 new flats. HDB will conduct quarterly sales launches starting from February 2015. In February 2015, HDB will offer about 3,940 flats in Bukit Batok, Geylang and Hougang.
