Excess housing grant, if any, can be used to pay for Optional Component Scheme items and premiums that singles and Singapore citizen/ Singapore permanent resident households have to pay, before crediting the balance into the Singaporean buyers' CPF accounts.
**Singles who apply for the 2-room Flexi flats under the Single Singapore Citizen Scheme will pay $15,000 more than married couples. Eligible singles can also apply for AHG and SHG. HDB Launches 4,170 Flats in First BTO Exercise of 2016

               Today, HDB launched 4,170 new flats for sale under the February 2016 Build-To-Order (BTO) exercise. Spread across three projects located in the non-mature towns of Bukit Batok and Sengkang, and the mature estate of Bidadari, they make up the first tranche of 18,000 flats to be launched in 2016. 

    February 2016 BTO Exercise

    2          A wide range of flats, comprising 2-room Flexi to Three-Generation (3Gen) flats, will be offered in this BTO exercise to meet the housing needs of first-timers, second-timers, multi-generation families, elderly and singles.  Further details can be found in Annex A.
    3          Eligible first-timer families can enjoy up to $80,000 of housing grants, comprising the Additional CPF Housing Grant (AHG) (up to $40,000) and the Special CPF Housing Grant (SHG) (up to $40,000).  With these grants, buyers of 2-room Flexi, 3-room, 4-room and 5-room flats pay as little as $4,0001, $93,000, $211,000 and $314,000 respectively.
    4          New HDB flats are priced with a generous subsidy, taking into account factors such as location, flat attributes and prevailing market conditions.  HDB’s prices are considerably lower than transacted prices of comparable resale flats in the vicinity (see Table 1 for the BTO prices and the comparable resale prices).

    #     Details on the respective resale comparables in the vicinity for each BTO project can be found on the HDB e-Sales website. The differences in attributes between the resale comparables and the BTO flats should be taken into account when making a comparison.
    @      Singles who apply for the 2-room Flexi flats under the Single Singapore Citizen Scheme will pay $15,000 more than married couples.  Eligible singles can also apply for AHG and SHG.     5          The 2-room Flexi flats are priced taking into account the lease tenure and whether the buyers are first-timers, second-timers, or others.  The price range of 2-room Flexi flats on short leases is shown in Annex B.
    6          First-timer families will continue to enjoy priority in flat allocation2. Married/courting couples who wish to live together with their parent(s) can apply for a 3Gen flat in Bidadari.  Other multi-generation families who wish to live near each other in the same BTO project can apply for flats in Alkaff Oasis, West Plains @ Bukit Batok or Anchorvale Plains under the Multi-Generation Priority Scheme 3(MGPS). 

    Advice for Flat Buyers

    7          Applicants are advised to apply for a BTO flat in non-mature towns to enjoy a higher chance of success in securing a flat.
    8          Regular updates on the number of applications submitted for the various flat types/towns will be published on the HDB InfoWEB.  Applicants are advised to check for updates before submitting their application.
    9          Applicants who wish to take up an HDB housing loan for their flat purchase must produce a valid HDB Loan Eligibility (HLE) Letter when they book a flat.  They are encouraged to apply for an HLE Letter early so that they can plan their flat purchase in advance.  The HLE Letter will indicate the maximum loan that can be offered based on individuals’ financial situation.  Applicants can check their loan eligibility and apply for an HLE letter at www.hdb.gov.sg/hleapply.

    Application for February 2016 BTO Exercise

    10        Application for new flats launched in the February 2016 BTO exercise can be submitted online on the HDB InfoWEB from today,24 February 2016 (Wednesday) to 1 March 2016 (Tuesday)Applicants can apply for only one flat type in one town.

    Upcoming BTO-cum-SBF Launch in May 2016

    13        In May 2016, HDB will offer about 4,070 BTO flats in Ang Mo Kio, Bedok, Bukit Merah, Bukit Panjang and Sembawang.  About 5,000 balance flats will be offered in a concurrent Sale of Balance Flats (SBF) exercise.  More information on the flats to be offered under the May 2016 BTO exercise is available on the HDB InfoWEB. 
    [1] In this case, the total grants are $80,000 and the selling price is $80,000. A minimum payment of 5% of the published price, i.e. $4,000 is needed, and the excess AHG/SHG will be credited into the buyers’ CPF Special Account (SA) /Retirement Account (RA) and Medisave Account (MA).
    [2] At least 85% (for 4-room and 5-room flats) and 70% (for 3-room flats) of the BTO public flat supply in the non-mature towns are set aside for first-timer families. For flats in the mature estate of Bidadari, at least 95% (for 3-room and bigger flats) of the public flat supply will be set aside for first-timer families.
    [3] HDB will set aside up to 15% of the 2-room Flexi and 3-room flats in a BTO project (subject to a minimum of 20 units each) for parents applying under MGPS. The same number of 2-room Flexi and bigger flats will be set aside in the same BTO project for their married children.

    According to data on HDB's website, the five-room units are already more than six times subscribed as of 8.15pm on Wednesday (Nov 18).

    SINGAPORE: Demand for four- and five-room flats at Bidadari estate near Toa Payoh has already exceeded supply, just a day after HDB launched its biggest-ever sale of new units on Tuesday (Nov 17).

    Of the more than 12,400 flats on sale, more than 2,140 are at Bidadari. They range from two-room flexi to five-room units.

    According to data on HDB's website, the five-room units at Bidadari are already more than six times subscribed as of 8.15pm on Wednesday. A total of 948 applications for the 151 five-room units available have been registered.

    Considering just second-timer applicants alone, the subscription rate stands at more than 45 times, as there are only 151 five-room units open for application.

    Applications for four-room units totalled 1,537, above the 1,229 on offer.

    Prices for the Bidadari new flats are higher than those for BTO units in non-mature estates.

    Demand for three-room flats was more subdued, with 183 applications for 567 available units.

    An analyst Channel NewsAsia spoke with anticipates strong demand for the units at Bidadari. "It has access to various amenities, and is nearby two MRT stations - Potong Pasir and Woodleigh MRT, so definitely it will command a premium in pricing. So as such, because there are not many launches, BTO flats in mature estates, I will expect demand to be good for the Bidadari flats, even despite its sort of premium pricing," said OrangeTee manager for Research and Consultancy Wong Xian Yang.

    Applications for HDB's latest round of BTO and balance flats are open till 11.59 pm on Nov 26, and interested parties can apply online any time before then.

    Successful applicants will be determined by a computer ballot and not on a first-come-first-served basis.

     游子方伟杰曾四处租房居无定所,母亲砸积蓄买下大巴窑公寓,助儿子将来结婚娶老婆!

    方伟杰10多年前从上海来到新加坡求学,住过很多地方,从丹戎加东搬到维拉三美路、红山、旧合乐路和惹兰红山皆是跟别人租房子,直至两年前,才在大巴窑买下自己的安乐窝。当时,方伟杰已入行赚到钱,跟妈妈合资买房,不过,母亲出了大部分,砸下大笔积蓄,两母子才终于在本地有属于自己的家。

    母为他结婚‘铺路’

    25岁的他笑说:“我妈妈把这个房子买下来,是为了给我结婚用的!”他解释,身为一个男人,结婚的时候要有经济上的安全感。“不管是新加坡,还是中国上海,买屋子其实是非常重要的事情,这间屋子我跟我妈买下来之后,我觉得可以,省下我10年的时间去拼搏。新加坡的房子很贵,省了很多事情。”

    他认为,如果没有这间房子当“经济基础”,日后房价再涨,到时就不知道自己有没有能力买房子。“已经有这个房子,以后可以花下一个10年去买第二个房子,然后把第一个租出去,不知道以后发生什么事情,可能以后没有赚到这么多钱,也至少,在新加坡有自己的房子。”

    房东欠钱屋被封 累他麦当劳当‘家’

    方伟杰在理工学院就读时,住在红山。当时,房东拖欠相关单位的钱,屋子被封,因为不想麻烦友人,最后流连全岛各地,把麦当劳快餐店当成“家”。

    试过无家可归的他说:“我觉得,有钱有车没什么,更重要是有一个家,有一个避风港,这个是很重要的。”

    他和母亲是新加坡永久居民,日后希望在本地长住。“我来新加坡10多年了,有一个家非常温馨,从小到大一直在外面租房子,搬来搬去,没有一个归属感,现在有了家有了归属感。”并多次强调:“有家才是最重要的。”

    最爱家里的阳台

    他喜欢住家附近的环境,交通方便,四通八达,也靠近电视台。

    说到此处,他失笑说:“但,(电视台)马上要搬了!本来想说,公司那么靠近我们就买这个地方,买下来之后,却要搬了,哈哈。”

    家里方面,因住在20多层楼高,他最爱的是家里的阳台,可以登高望远、有风景。至于自己的房间,他先用了“简陋”再用了“麻雀虽小五脏俱全”形容。他说:“我以前和妈妈在新加坡是睡上下铺的,我妈睡下面我睡上面,这次不一样,我们一人有一间房,很开心。”

    不过,他的衣服、鞋子多,房间不够位放,已经“侵入”母亲的房间,常被母亲念“你的衣服已经多到堆成山了,可以不要这样吗,你不要穿的就拿出来就捐给人家”,并笑说,衣服和鞋子的数量比母亲多五倍。

    方伟杰之所以会自创服饰品牌“First Attempt”,也跟这个大巴窑的家有关。

    一年多前,他邀好兄弟到家里看红魔曼联的球赛,“我们一边看球赛,一边聊衣服,点子很多,然后品牌就出来了,第二天就落实了。”

    家中最特别摆设 舅舅‘女娲补天’

    说到家里最特别的摆设,他说是住在上海的舅舅送的《女娲补天》画。

    “只用了钢笔画的,舅舅从小就很会画画,可是他不是画家,当了医生。妈妈很喜欢,在上海跟舅舅要回来的。”

    除此之外,另一个重要的“摆设”就是“红星大奖”的“最佳新人”和“十大最受欢迎男艺人”奖座。

    两个奖座目前放在进出家门都看得到的地方,如未来拿到更多的奖座,才会买一个玻璃柜把奖座放进去。

    Part of NEA’s move to consolidate waste collection sectors to enable greater efficiency in solid waste management industry
    Singapore, 8 December 2014 – 

    Residents living in the Ang Mo Kio-Toa Payoh, Hougang-Punggol, Woodlands-Yishun and Tanglin-Bukit Merah sectors will join the Uniform Fee (UF) scheme for the collection of refuse from domestic premises with effect from 1 January 2015.  The UF rate is $7.49 per month and $24.81 per month for HDB and landed premises respectively (both fees inclusive of GST).
    2          Since the UF scheme was introduced in 2012, households across different parts of Singapore have been moving onto a common (uniform) fee for waste collection service, according to their housing type. It started in two sectors, Pasir Ris-Tampines and Bedok, in July 2012, followed by another three sectors, Jurong, Clementi and City, in October 2013. With effect from 1 January 2015, the UF scheme will cover the remaining four sectors, Ang Mo Kio-Toa Payoh, Hougang-Punggol, Woodlands-Yishun and Tanglin-Bukit Merah sectors.
    3          The UF scheme, announced by NEA in May 2012, will see all households in Singapore paying the same fees for the same tier of refuse collection services. This paves the way for the Public Waste Collection (PWC) sectors to be consolidated from the current nine to six sectors progressively, each time a new PWC contract for the respective sector commences (Annex A shows the old and new PWC sectors).
    4          Consolidation of sectors will allow the PWC industry to realise efficiency gains and raise standards and productivity. This will lessen the impact of rising costs in labour and operations on refuse collection fees, and help to moderate fees in future. As for lower and middle-income households, U-Save rebates are automatically credited to the utilities accounts of eligible households, which would help to offset the increase in refuse collection fees for the affected sectors.
    5          Besides the consolidation of the PWC sectors and implementation of the UF, NEA has also been working with the industry to raise overall standards and productivity. This contributes towards developing an efficient waste collection and disposal system while upholding high standards of public hygiene and ensuring better service delivery to residents.    
    6          The next UF review is scheduled in January 2017. NEA will review the UF every two years.     Residents in the Ang Mo Kio-Toa Payoh, Hougang-Punggol, Woodlands-Yishun and Tanglin-Bukit Merah sectors will be paying more for waste collection from Jan 1, 2015 onwards.

    SINGAPORE: Residents in the Ang Mo Kio-Toa Payoh, Hougang-Punggol, Woodlands-Yishun and Tanglin-Bukit Merah sectors will be paying more for waste collection from Jan 1, 2015 onwards.

    HDB households will pay a uniform fee of S$7.49 per month - they used to pay between S$4.82 and S$5.81. Those living in landed homes will pay S$24.81 per month, up from between S$17.12 and S$19.75 previously.

    These four sectors are the last to be covered under the Uniform Fee (UF) scheme for the collection of refuse from domestic premises, introduced by the National Environment Agency (NEA) in May 2012. Under this scheme, households in Singapore will pay the same fees for the same tier of refuse collections services.

    To help offset the increase in refuse collection fees for the lower- and middle-income households in the affected sectors, U-Save rebates are automatically credited to the utilities accounts of eligible households, NEA said in a media release on Monday (Dec 8).

    NEA also said the UF scheme paves the way for the Public Waste Collection (PWC) sectors to be consolidated from the current nine to six sectors progressively, each time a new PWC contract for the respective sector starts.

    The consolidation of sectors will allow the public waste collection industry to realise efficiency gains and raise standards and productivity, NEA added.     2- to 5-room: First-timer application rate refers to the number of first-timer applications divided by 95% of the total flat supply, while second-timer application rate refers to the number of second-timer applications divided by 5% of the total flat supply. 

    (However, for both non-mature and mature estates, some flats are also set aside for quota-based priority schemes, where HDB does not differentiate between first-timers and second-timers. If there are fewer first-timers than the number of flats set aside for them, the excess flats will be allocated to second-timers.)
    3. The associated breakdown by first-timers and second-timers for studio apartments is not shown, as HDB does not differentiate its treatment of studio apartment applicants.
