Yahoo! has broken its silence on the new licensing rules for online news sites in Singapore, which kicked in on June 1. The response came in a posting on its webpage by Alan Soon, Yahoo!'s country manager for Singapore and managing editor for Southeast Asia.

The response came in a posting on its webpage by Alan Soon, Yahoo!'s country manager for Singapore and managing editor for Southeast Asia.
Yahoo! noted that prior to the new licensing framework it was already bound to comply with the Media Development Authority's Internet Code of Practice.
Mr Soon said this key guideline complements Yahoo!'s own internal editorial policies around what is suitable for its readers, and that further regulation is redundant.
Yahoo! noted that the new framework has caused confusion and unsettled both users as well as the media industry.
However, Yahoo! also said the new licensing rules will help pave the way for full accreditation and access for its reporters.
It believed this will help strengthen its editorial reporting.
Yahoo! said as a network, it serves one million unique users in Singapore each day.
Unlike reporters from mainstream media, Yahoo! reporters are not accredited with the Ministry of Communications and Information, and are not given access to government media conferences.
Under the new rules announced on May 28 and which came into effect on June 1, local news sites with a significant reach will require individual licensing.
10 news sites were placed on this list, including Yahoo! Singapore.
These new sites need to put up a performance bond of S$50,000, and will need to comply with any take-down notice from authorities within 24 hours.

MDA clears air over licensing framework for news websites

This comes a day after a joint statement released by writers who provide sociopolitical news and analysis online, voicing concerns over an individual licensing framework recently introduced by the MDA.
SINGAPORE: Singapore's Media Development Authority (MDA) has come out to clear the air over the recent changes to the licensing framework for news websites.
This comes a day after a joint statement released by writers who provide sociopolitical news and analysis online, voicing concerns over an individual licensing framework recently introduced by the MDA.
The writers said they are concerned about whether the new requirement will impact Singaporeans' ability to receive a diverse spread of news-related information.
In a Facebook post on Friday, MDA said the licensing framework only applies to sites that focus on reporting Singapore news and are notified by MDA that they meet the licensing criteria.
MDA clarified that an individual publishing views on current affairs and trends on his/her personal website or blog does not amount to news reporting.
MDA also stressed that the framework is not an attempt to influence the editorial slant of news sites.
MDA added that there is no change to the content standards for these news sites.
MDA said currently these sites already have to observe content guidelines under the Class Licence.
This means that the sites are required to make best efforts to keep their sites free of harmful contents which are against public interest, public morality, public order, public security and national harmony.
These Class Licensing guidelines will continue to apply under the individual licence.
As for MDA's content guidelines, these are focused on core content concerns that would threaten the social fabric and national interests of Singapore.
Some examples include content that incites racial or religious hatred; misleads and causes mass panic; or advocates or promotes violence.
MDA clarified that it will only step in when complaints are raised to its attention. It would assess if the content is in breach of the content guidelines and merits action by the website owner.
As for take-down requests, MDA said these are not common. In the past two years, MDA has only issued one take-down notice for the "Innocence of Muslims" video.
On the issue of the performance bond of S$50,000, MDA said this is pegged to that put up by niche broadcasters currently.
MDA stressed that this need not necessarily entail cash upfront.
MDA added that licensees can consider options such as banker's guarantee or insurance.
In concluding the post, MDA said it would be happy to engage in further discussions with any licensee who may have concerns about meeting the licence obligations.
On Friday evening, the Singapore People’s Party (SPP) issued a statement on its Facebook page that Non-Constituency Member of Parliament Lina Chiam has filed an adjournment motion to speak on the new media licensing rules at the next Parliament sitting.
This is subject to confirmation by the Parliament Secretariat.
In its statement, SPP said it views MDA's latest licensing regime for websites with grave concern.

Playing hard to get, or impossible to get?
Playing hard to get, or impossible to get?
What do you do when someone tries to hit on you?
Flirt? Turn your attention elsewhere?
For some Singaporeans, men specifically, they just act completely disinterested.
This is according to a Singapore Management University (SMU) researcher Mr Norman Li, who said they tend to play "impossible to get".
He said: "There tends to be not much indication of interest or if there is, there is too much of an indication."
Mr Li was is one of the co-authors of a study that found that playing hard to get is a dating strategy many men and women adopt to seem more desirable.
The study, reported in the European Journal of Personality, identified 58 strategies commonly used by men and women to play hard to get.
Here are the 10 most popular "strategies" used:
1. Act confident
2. Talk to others
3. Withhold sex
4. Act sarcastic but friendly
5. Superficial conversation
6. Make others work to get them
7. Give accidental physical contact
8. Be unpredictable
9. Keep conversation short
10. Make others chase
While both men and women play this game, women are more likely to play hard to get - and be successful at it too.
Apparently, men who play hard to get run the risk of losing their prospective mate to another man whereas when women do the same, it increases their desirability and encourages men to show a higher level of commitment to them.
Co-author of the study Mr Peter Jonason, who's from the University of Western Sydney, said: "Men can act aloof and withhold contact and even withhold sex to increase a woman's interest in them but there are risks involved because women tend to have a lot of male suitors and often if you deny attention to a particular woman, you might lose out on that mating opportunity."
So, what are the best strategies to entice the opposite sex?
Mr Jonason said: "You have to show interest while simultaneously showing 'Hey I'm really busy, I'm a hot commodity'."
"Eagerness, especially for women, turns people off."
Both professors however, advised applying discretion when using the tactics.
Mr Jonason said: "Playing hard to get can easily degrade into the impression that this person is rude, and admittedly everyone kind of wants someone who wants them too."

SINGAPORE: Forty couples chose to ring in the New Year with a difference.
They renewed their marriage vows in the presence of family and friends.
For the oldest couple of the night - it has been 60 years of marriage.
The event, "PAssionate Love by the Lake", aims to celebrate marriage and to bring families closer together.
It is organised by the Family Life Champions of Boon Lay, Clementi, Pioneer, Yew Tee and Yuhua divisions.

SINGAPORE: The four ex-SMRT bus drivers from China charged with instigating an illegal strike in late November were back in court on Wednesday.
Their lawyers told the court that they need more time to take full instructions from their clients as the men were only released on bail on 6 December.
The four lawyers are acting for the former SMRT bus drivers on a pro-bono basis.
Mr Peter Low, whose client He Jun Ling faces two charges, said two of the lawyers involved in the case were approached by a non-governmental organization here.
A pre-trial conference date for 19 December has been set.
But lawyers said this is not an indication that their clients will claim trial.
There are three options on the table at the moment - to claim trial, plead guilty, or make representations to the Deputy Public Prosecutor (DPP) to reduce the charges.
A pre-trial conference will also ensure that the judge has more time to consider the specific needs of each case and administer directions.
The drivers are out on bail and their passports have been impounded.
The remaining two drivers - Gao Yue Qiang is being represented by Ms Tan Wen Hsien from Rajah and Tann while Wang Xian Jie is being represented by Mr Derek Kang from Rodyk and Davidson.
He is out on bail of S$20,000 while the rest are out on bail of S$10,000 each. Their passports have been impounded.

SINGAPORE: Nearly half of the respondents surveyed in a recent marriage study have considered divorce at some point.
But all stuck it out due to a sense of commitment to marriage, the influence of family, friends and religious advisers, and as they worry that their children may be negatively affected in a divorce.
Professional counselling was also found to be useful.
Over 450 married individuals were surveyed in the study commissioned by Marriage Central.
The study, conducted from February to May this year, aims to identify resilience factors that can mitigate marriage crises.
It revealed the common stress points in a marriage include infidelity, interference by in-laws and differences in aspirations.
Principal investigator Dr Mathew Mathews, a research fellow at the Institute of Policy Studies, said: "It shows that there are different agents which are acting in that process -- family, the community, broader messages around and notions of commitment are all there, and I think these things help to keep couples wanting to walk through their relationship rather than giving up."
Marriage Central - a workgroup under the National Family Council - said the findings indicate that there is hope for troubled marriages in Singapore.
Marriage Central chairperson, Anita Fam, said: "I think what came through very, very clearly, was the idea of commitment - that no matter how things are, if you decide to stick it through, there's more than a fighting chance."
The workgroup intends to share the findings with voluntary welfare organisations and other stakeholders so that they may develop more resources and programmes for building resilient marriages in Singapore.
It was also well corroborated in the study that early intervention to marital problems had great merit. Hence it has been recommended that marriage preparation programmes, which target soon-to-be-married couples, incorporate a complementary post-marriage counselling session to encourage couples to discuss teething problems in their relationship early and build resiliency.

To win, some 8,000 entrants had to rely on their God-given good looks: No make-up or cosmic enhancements of any kind were allowed.
In addition to being crowned "Britain's most beautiful face," the Dover Grammar School senior and part-time chip shop employee will be featured in a nationwide ad campaign for beauty and health retailer Superdrug.
