Feb 28th 2014? What is so special about this day?

Actually nothing special. 2014 is not a leap year since it is not be divided by 4. This means, 2014 divide by 4 will have a reminder. Thus, there is no Feb 29th. There is also no Feb 29th in 2015. 

But in 2016, it is a leap year since 2016 is can be divided by 4 without any remainders  

Feb 28, means that today is the last day of the month. 6 months already passed.... Dad had gone to a better place since then.

For me, there are always new stuff to learn, to explore and to try out. There are always opportunities!

Looking forward, there are always opportunities to learn new stuff!

AFP - Singapore's High Court has overturned the conviction of a law professor jailed for obtaining sexual favours and gifts from a female student in exchange for better grades, his lawyer said Friday.

Former National University of Singapore (NUS) law professor Tey Tsun Hang, 42, served a five-month sentence last year after he was found guilty by a district court of six charges of corruption over his relationship with his then-student Darinne Ko in 2010.

The district court ruled that he had "exploited" the female student by obtaining sexual favours from her and also receiving gifts that included tailored shirts and a limited-edition pen.

But Tey's lawyer Peter Low said Friday that High Court Justice Woo Bih Li "allowed an appeal and overturned the conviction", five months after he completed his prison sentence.

"The crux of it is that the court found that it takes two hands to clap even though he exploited her and that she was in love with him," Low told AFP.

"I am glad that Professor Tey has been vindicated by a court of law and acquitted of all six corruption charges," he said.

The NUS, which announced last year that it had terminated Tey's employment after his conviction, did not immediately comment on the ruling. In handing down the sentence last year, Chief District Judge Tan Siong Thye said Tey "abused his position and power" while in the relationship with Ko and chastised him for his "ulterior motives and corrupt intention".

The court had heard during the trial that Ko got pregnant during their affair and paid for her own abortion.

It is the second high-profile corruption case to be overturned in Singapore in the past year.

Ng Boon Gay, a former head of Singapore's narcotics police, was cleared of corruption in February 2013 after a court rejected charges that he demanded oral sex from a female contractor to help her win government deals.

SINGAPORE: The National Environment Agency (NEA) has said the prevailing northeasterly winds will keep the haze from Sumatra away from Singapore for the next two to three days.

But it said Singapore may experience "occasional slight haze".

This is due to the accumulation of particulate matter under stable atmospheric conditions, particularly in the morning.

NEA said a total of 62 hotspots were detected in Sumatra on Thursday.

And smoke plumes and haze were visible in Riau province.

Channel NewsAsia received some complaints of a strong 'smoke smell' lingering in the air.

On Monday, NEA said the current dry weather conditions have led to a number of vegetation fires in Singapore over the past weeks.

These fires could possibly have contributed to the burning smell detected in some areas.

NEA said fair and warm conditions are expected for the next few days.

The NEA will continue to monitor the situation and provide updates as necessary.

SINGAPORE: The former National University of Singapore (NUS) professor involved in the sex-for-grades case has won his appeal against his conviction and sentence.

Tey Tsun Hang was found guilty in May last year by a district court of corruption charges.

The High Court ruled that his former student, Darinne Ko, did not give him presents or have sex with him to get better grades.

Justice Woo Bih Li said the trial judge had wrongly equated conduct which is morally reprehensible with conduct which is legally wrong.

A fine of S$514.80, which Tey was ordered to pay, will also be refunded to him.

The money is equivalent to the value of two tailored shirts and part of the cost of a dinner.

But Tey has already served his five-month jail sentence, meted out to him in May.

Peter Cuthbert Low, Tey’s lawyer, said: "I don't think he'll get any compensation because the judge made it very clear that he elected to go into prison pending the outcome of his appeal.

“He also applied for the hearing to take place after he served sentence. So although he's been acquitted of all six charges, he can't sue the authorities for compensation for having served the sentence.”

But Justice Woo said his decision vindicates Tey of the charges only.

The court does not condone the way Tey abused his position and exploited Ms Ko.

Justice Woo added Tey took advantage of her to satisfy his greed and his lust.

He also said Tey was a man without honour.

When asked, an NUS spokesperson said Tey may choose to petition to return to the university.

If he does so, the university will call for a committee of inquiry to determine if Tey is guilty of any misconduct and if so, what sanctions are warranted.

The Attorney General's Chambers said the prosecution will study the full written grounds of the High Court before deciding whether any further action is necessary.

SINGAPORE: More taxpayers, including 15,000 who will be filing for the first time, will benefit from the no-filing service this year, the Inland Revenue Authority of Singapore (IRAS) said.

The tax filing season begins on Saturday, but for 1.23 million, or 60 per cent of all taxpayers, it will be a non-event.

The IRAS said the no-filing service has grown significantly over the years to benefit 27 times as many taxpayers this year, as compared to when it was first launched in 2007.

Taxpayers who have been informed of their eligibility for the service this year will not need to file a tax return, unless they have additional income to declare or changes to make to their personal reliefs.

SINGAPORE: About eight in 10 graduates from the three autonomous universities in Singapore found a full-time job within six months.

This was slightly fewer than in 2012.

It was one of the findings of a poll of some 10,500 graduates who were in the market for a job.

The survey was conducted by the National University of Singapore (NUS), Nanyang Technological University (NTU) and the Singapore Management University (SMU).

Fresh graduates with engineering or accountancy-related qualifications were particularly in demand across the board, while others included business, nursing, and maritime studies.

Meanwhile, the average gross monthly salary among those in full-time jobs was about S$3,200.

The median gross monthly salary was about S$3,000.

This was comparable to what they received in 2012.

SMU graduates generally led the way, with average starting salaries hitting nearly S$3,500.

Among graduates from courses requiring practical training, nearly 98 per cent found full-time employment last year.

These were in areas such as law, medicine and architecture.

On average, they earned a monthly starting salary of about S$4,600, nearly S$100 more than in 2012.

DBSS flats at The Premiere on Tampines Avenue 6 have been put on the resale market, after reaching the minimum occupancy period of five years.

SINGAPORE - The first HDB flats under the Design, Build and Sell Scheme (DBSS) have been put on the resale market, after reaching the minimum occupancy period of five years.

Some flat owners are asking for as much as 60 per cent more than what they paid five years ago.

The Premiere on Tampines Avenue 6 was the first HDB flat project designed, built and sold by a private developer.

90 per cent of the development are five-room flats, which were sold for between $308,000 and $450,000.

Now, online listings for some of these properties have prices starting at $650,000 and going up to as high as $780,000.

That's $70,000 to $200,000 more than other five-room flats in the same area.

"I think many owners are, in a way, testing the market to see whether the market is willing to accept their asking price. Another reason is that perhaps many of them feel that DBSS as a public housing is of higher quality than the normal HDB flats," said Nicholas Mak, executive director of SLP International Property Consultants.

SINGAPORE: A new phone scam has duped some members of the public into transferring money to pay for what they believed were fines.

One victim, Mr Ragavendaran, received a call telling him that he had filled in his birth date on his immigration card incorrectly.

The caller claimed to be from the Immigration & Checkpoints Authority and asked him to pay S$2,000 for reprocessing charges, threatening to deport him if he did not pay up.

Mr Ragavendaran said: "I asked him, ‘How can I believe that you're from ICA?’ He asked me to (search online for) the ICA website and see what the contact detail is.

"I checked it and what was appearing on my phone (caller ID) was the same as what appears on ICA's website."

The call appeared to be made from the ICA hotline.

The caller was also able to provide Mr Ragavendaran accurate details of his particulars, including his old and new passport numbers and expiry dates, his date of birth, work address, his Singapore address and his communication address in India.

Believing that the call was legitimate, Mr Ragavendaran remitted the money.

IT specialists said scams involving the use of government hotlines are rare.

Phua Thong Chee, IT security consultant at Firefish Communications, said: "This scammer will make use of voice-over Internet technology to spoof the incoming phone number such that a different number would appear on the user's mobile phone.

“When the public suspects that the person on the other side is asking for too much information, they should request to terminate the phone call and instead call the other person back, so that they can verify that this person is actually calling from the organisation they claim to be calling from."

The ICA said it views this matter seriously as it undermines public trust in the organisation.

It advised members of the public to ignore such calls, as it does not make calls for fund transfers pertaining to immigration facilities.

It advised members of the public who have received such calls to call the police immediately to report the case.

SINGAPORE: Eight town councils will increase their service and conservancy charges (S&CC) for flats, shops/offices and market/cooked food stalls, with effect from 1 April.

They are Ang Mo Kio, Jurong, Marine Parade, Moulmein-Kallang, Nee Soon, Pasir Ris-Punggol, Potong Pasir and Sembawang town councils.

Sembawang Town Council, which announced the increase in a statement, cited rising costs and inflation as reasons for the revision.

It said: "In order to keep S&CC charges as affordable as possible for residents, the town councils have been making a conscious effort to control costs to avoid increasing the S&CC rates, despite rising inflation every year.

"The town councils have succeeded in resisting S&CC increases for the last 10 years, even when the inflation rate hit a high of 6.6 per cent in 2008.

"However, with current cost increases, it is becoming increasingly difficult to continue operations at current S&CC rates, with several town councils running into operating deficits."

The statement cited electricity as one of the biggest contributors to cost increases for the town councils.

Maintenance costs have also gone up, due to most towns having successfully undergone the Lift Upgrading Programme.

The S&CC increase will be phased over two years.

The first-tier increase on 1 April this year ranges from S$0.50 per month for those living in HDB's one-room flats to S$8.50 per month for executive flat home owners.

Commercial property owners and tenants will see an increase ranging from S$0.10 to S$0.21 per psm/month while the increase for most cooked food stalls is between S$9.90 and S$15.83 per month.

The second-tier adjustment will be effected on 1 April 2015.

The S&CC increase will range from S$0.50 for HDB's one-room to S$6.50 per month for executive flat home owners, depending on the type of flat.

Commercial property owners and tenants will see an increase ranging from S$0.07 to S$0.11 per psm/month while the increase for most cooked food stalls is between S$9.50 and S$12.00 per month.

According to the statement, the last S&CC revision by the majority of these town councils was 10 years ago, in 2004.

The last time there was an S&CC revision was in September 2012, when seven town councils -- Bishan-Toa Payoh, Chua Chu Kang, East Coast, Holland-Bukit Panjang, Tanjong Pagar, Tampines and West Coast -- raised their charges.

SINGAPORE: The number of HDB flat dwellers buying condominiums or private apartments last year fell 1.1 percentage points.

The total number of non-landed private home transactions in 2013 was 20,203 units.

Of these, 9,192 units were bought by those who owned or stayed in HDB flats.

This accounted for 45.5 per cent of the total purchases, down from 46.6 per cent in 2012.

The number of non-landed private home purchases made by HDB addressees in 2012 was 14,955 out of 32,125 total purchases.

Experts said cooling measures such as the total debt servicing ratio (TDSR) restricted financing options for potential buyers to upgrade, resulting in less demand in the market.

Chris Koh, director of Chris International, said: "Because a lot of buyers today own HDB flats - most of them are servicing their instalments for their HDB flats.

“On top of that, if they have a car, that would mean quite a bulk of their monthly income is going toward instalments. If you put TDSR at 60 per cent and they are already stretching at 40 to 50 per cent, then it's difficult for them to buy a second property.”

Fruits, Lunch, Cough, Haze?

I blogged that I fell sick these few days in my previous posts. After coughing badly for some days, I went to see the doctor about the cough. She gave me some cough medicine. The cough seemed to go away or so I thought.

Had lunch and went to buy some mixed fruits to replenish my daily dose of Vitamin C. Suddenly, I began to cough... coughing very badly. That is NOT good. Don't really enjoy my lunch as a result.

I should avoid having mixed fruits till I'm better. Meanwhile, some of the burning particles can be detected. Haze is still around.....

Govt will ensure MediShield Life premiums affordable: Gan

SINGAPORE: Health Minister Gan Kim Yong has said the government will ensure that MediShield Life premiums will be affordable for Singaporeans.

And lower-income families may receive more help to pay for the premiums.

Mr Gan was speaking to reporters after the recording of the Budget Forum in Mandarin organised by MediaCorp.

$8 billion has been set aside for the Pioneer Generation Fund. It will help 450,000 pioneers cope with healthcare costs for the rest of their lives.

The package will benefit not only the elderly.

Mr Gan said: "This Pioneer Generation Package is one effort to lighten load on the younger generation because today, many of the elderly are supported by their younger children. And so by helping the elderly, we are reducing the burden on the younger generation."

He added that the government is aware that making more funding available may drive up demand and eventually prices for healthcare services.

So to better manage healthcare costs, the ministry is adopting a few strategies, such as proper gatekeeping to ensure that access to high-end acute care is on a need basis.

Mr Gan said: "For example, if you don't need to be in the acute hospital, then you ought not to be in the hospital; you may be looked after in a community hospital, the nursing homes or even at home.

"We will also be enhancing community support, primary care, from our polyclinics through CHAS enhancement and through our community services support, by building more senior care centres, for example."

Mr Gan said details on more support for such care in the community, including step-down care and home care services, will be announced during the parliamentary debate on his ministry's budget next month.

Apart from Mr Gan, the Budget Forum included representatives from social services, business associations and grassroots organisations.

The Budget Forum in Mandarin will be aired on Channel 8 on Thursday at 10.30pm.

The following are highlights of Singapore's budget for the 2014/15 fiscal year starting in April.

Singapore's electorate has become increasingly angry over the high cost of living and a wide gap between rich and poor, prompting the long-ruling People's Action Party (PAP) to re-set its goals and focus on providing more affordable healthcare and extra support measures to the less well off.

The government is on a long-running programme to try to increase the productivity of Singaporean workers and reduce the country's reliance on foreign labour, whose presence riles some citizens.

Singapore, the Asia base for many Western companies and banks, has large current account surpluses and huge reserves, giving it ample room to boost spending on social services and help local firms.

The budget is being presented in parliament on Friday by Finance Minister Tharman Shanmugaratnam.

BUDGET FORECASTS
* Singapore expects an overall budget deficit of $1.2 billion for fiscal 2014/15, around 0.3% of GDP
* $8 billion to be set aside for "Pioneer Generation" fund to help pay for package of measures to help elderly citizens with health care costs for the rest of their lives
* Expects spending needs to grow significantly in next 10 to 15 years
* For fiscal 2013/14, the overall budget surplus is expected to be $3.9 billion, 1.1% of GDP

ECONOMY
* Growth this year is expected to be 2-4%
* Inflation expected to rise in 2014 due to higher wages, business costs
* Tharman says wage increases can only be sustained if productivity is raised

TAX CHANGES
* Excise duty on tobacco to rise by 10%
* Liquor excise duty rate to rise by 25% on all liquor types
* Betting duty rates on lotteries to rise to 30% from 25%

HELP FOR BUSINESSES
* Says budget 2014 will strengthen support for early adopters of new technologies
* To extend 50% tax deduction on qualifying R&D expenditure for another 10 years
* Government to set aside extra $150 million to invest in growth-oriented Singapore SMEs
* To help firms expand overseas by raising size of loans companies can take under the Internationalisation Finance Scheme from the current $15 million to $30 million

PROPERTY
* Says rounds of property-cooling measures are working, and it's too early to start relaxing them

EDUCATION
* Lifelong Learning Endowment Fund to be topped-up by $500 million to bring size to $4.6 billion
* Support for lower income households on Kindergarten fees
* More students to qualify for bursaries for higher education, to benefit students from two thirds of Singaporean households

FOREIGN WORKERS AND PRODUCTIVITY
* No more moves to tighten foreign worker inflows for economy at large, but will make efforts to encourage construction sector to retain skilled workers and stop over-reliance on foreign workers
* Levy for basic-skilled or R2 work permit holders to rise to $700 from $600 in July 2016
* To continue to monitor growth of foreign manpower in other sectors

HEALTHCARE
* To raise subsidies for lower and middle income Singaporeans visiting Specialist Outpatient Clients to 70% and 60% respectively from 50%
* To raise Central Provident Fund (CPF) Medisave employer contribution rate by 1 percentage point for all workers from January 2015, businesses to get support during transition

SUPPORT FOR ELDERLY
* "Pioneer Generation" package to assure citizens who were aged at least 16 in 1965 get affordable healthcare for the rest of their lives
* Package estimated at costing just over $9 billion
* Will get discounted outpatient care, top ups to their Medisave accounts, and subsidies for the new national MediShield Life insurance system
* To raise CPF contribution rates for workers aged 50 to 55 by 1.5 percentage points, 1 percentage point from the employer and 0.5 percentage points from the employee
* Will raise employer contribution rate for those aged 55 to 65 by 0.5 percentage points

Broken Windows, Broken Wireless

Someone came to me with an interesting problem:

The laptop has a problem with the wireless. Whenever anyone tries to connect to wireless, Windows 7 simply eeks out and produces Blue Screen of death (BSOD or simply the dread Blue Screen). Connecting to lan cable works. How to resolve that? And what is the problem?

Let us do this way:

On and off the wireless button. We can see that the laptop can detect the wifi signals - that is good.

Test that out: I'm using my phone as a hotspot and tries to connect to the laptop. Once it got my password or passphase, and before it even connects, the dread Blue Screen comes.

What does that info from Blue Screen says?
STOP 0x0000007F ( 0x0000... ....)

Googling provide some hints:
• Low-level hardware corruption, such as corrupt memory (RAM)
• Mismatched memory modules
• A malfunctioning motherboard

Other links point to problematic software programs.

Suspecting driver issue, but reinstalling the correct driver doesn't help. It crashes again with the same Blue Screen. So what is next? What options do we have?
Lets us zoom in....

So, is it a hardware or software problem?
Suddenly, I though of an idea. Why don't we test Linux out and there is no harm (and fun) testing ? Pump in Linux live cd and then connect to my hotspot. If it is able to detect and connect to my hotspot, then we know that there could be problem with Windows and the probably some corrupted software drivers. If it is a hardware issue, then connecting via Linux would likely fail as well. Then we can get the hardware replaced. That would simplify matters. Tested and able to get connected.

Format it and reinstall Windows 7 and start from scratch. Tested if is able to connect to wifi. It does! Cheers!

Cough!! cough!? cough?? cough....

Have been taking my medicine. I notice my throat is getting slightly better even though I am still coughing on and off. The coughing is not that bad as it was some days ago. I need to drink more water to keep myself hydrated as the weather is getting hotter and hotter. And sometimes a little hazy too.

Hope the virus goes away.

Bigger storage for new File Server!

New File Server

Managed to get 3TB WD hard drives for the new storage File Server from Sim Lim Square today.

Basic configurations done and it is now up and running. Noting on hardware itself, there are some design changes on the NAS itself - the plastic casing, the fan position and it looks more compact.

Current File Server

Currently, pending from the delivery for the replacement hard disk. That new replacement hard disk is to replace one degraded drive in the current File Server.

When is it coming?

I have no idea. Hopefully, the replacement hard disk comes within this week as I need to test it out before running live.

Weather, Haze, Sick

It is 17 days after the Chinese New Year.

Before Chinese New Year, the weather is rainy or cool most of the time in Dec and Jan. After the Chinese New Year, the weather becomes hot again.  Not to mention that the haze is back soon. Also, some of us are falling sick. Hope everyone gets better!

Fell sick last few days and is recovering. I have to avoid eating fried, spicy foods these few days till I'm feeling better.

Barclays Cuts Up to 12,000 Jobs as Quarterly Profit Falls

Barclays Plc (BARC), the U.K.’s second-biggest bank by assets, will eliminate as many as 12,000 jobs this year after fourth-quarter profit tumbled.

About 7,000 of the cuts will be in the U.K., Chief Executive Officer Antony Jenkins told reporters on a conference call today. Adjusted pretax profit fell to 191 million pounds ($314 million) in the fourth quarter from 1.4 billion pounds in the year-earlier period, Barclays said. The bank will set aside 2.4 billion pounds for 2013 bonuses, up from 2.17 billion pounds.

Jenkins is cutting jobs to remove 1.7 billion pounds of costs by 2015 as the bank faces charges relating to litigation and regulatory penalties and regulators impose tougher rules on capital. The cuts may need to step up if the lender wants to compete with investment banks in the U.S., said Chirantan Barua, an analyst at at Sanford C. Bernstein Ltd. in London

“To be serious they structurally need to cut 15 to 20 percent of managing directors, straight off,” said Barua, who has a market perform rating on the stock. “The cost-cutting story from Barclays will get even more painful given the recovery of the U.S. broker-dealers.”

Cost Target

The stock dropped 5.2 percent to 260.6 pence by 11:33 a.m. in London trading today. The bank has fallen 6.7 percent in the past 12 months, lagging behind the FTSE All Share Index’s 8.1 percent advance in the period.

Jenkins said today he’s confident of achieving his cost target even as expenses as a proportion of revenue rose to 71 percent in 2013 from 63 percent in the year-earlier period.

The investment bank had a pretax loss of 329 million pounds in the last three months of the year, compared with a profit of 760 million pounds in the year-earlier period.

Jenkins is cutting costs at the investment bank and demonstrate the lender has changed its culture after the company was fined for manipulating benchmark interest rates. The company said today managing directors’ performance has been assessed against whether they showed “the right values and behaviors.”

Barclays will cut 220 managing directors and 600 director-level employees, Jenkins said. The reductions come after the lender eliminated 7,650 positions in 2013. The bank employed a total of 139,600 people at the end of last year.

Incentive awards at the investment bank rose to 1.57 billion pounds, or about 60,100 pounds for each employee, from 1.39 billion pounds, about 54,500 pounds a person, Barclays said. Jenkins has said he won’t take a bonus for last year.

Competitive Pay

“We pay for performance and we pay competitively,” Jenkins, 52, said in an interview with BBC Radio 4 today. “interview on BBC Radio 4 today. ‘‘We employ people from Singapore to San Francisco -- we compete in global markets for talent. The company paid 859 million pounds in dividends to investors, or 6.5 pence a share.

‘‘It cannot be right in any business for the executive bonus pool to be nearly three times bigger than the total dividend pay out to the company’s owners,’’ Roger Barker, director of corporate governance at the Institute of Directors, said in an e-mailed statement. He was referring to awards across the bank. ‘‘The question must be asked –-for whom is this institution being run?’’

‘Remain Committed’

Costs as a proportion of revenue ‘‘rose in 2013 mainly as a consequence of reduced income, but we remain committed to achieving a ratio in the mid-50s by 2015,’’ Barclays said.

Fixed-income, currencies and commodities revenue, the single biggest source of income for Barclays’s investment bank, fell by 16 percent in the fourth quarter from the year-earlier period, while income from investment banking, which includes underwriting and mergers advisory, shrank 5 percent, Barclays said.

The five biggest U.S. investment banks saw their total revenue from trading fixed income, currencies and commodities, a mainstay of the business, fall 4.2 percent to $10.2 billion in the fourth quarter, data compiled by Bloomberg Industries show.

Full-year pretax profit at the investment bank declined 37 percent to 2.52 billion pounds from the year-earlier period. That missed the 2.99 billion-pound average analyst estimate compiled by the bank. Revenue declined 9 percent to 10.7 billion pounds.

Regain Trust

Barclays yesterday reported a 26 percent drop in annual adjusted pretax profit to 5.2 billion pounds, missing the 5.4 billion-pound consensus analyst estimate compiled by the bank. Net income was 540 million pounds, compared a loss of 624 million pounds the year earlier as impairments shrank. Adjusted return on average shareholders’ equity, a measure of profitability, declined to 4.5 percent, from 9 percent.

Barclays, which is striving to regain trust following a series of scandals including the manipulation of Libor benchmark interest rates, said last month it would take a 330 million-pound charge relating to penalties and lawsuits in the fourth quarter.

The bank has said it’s in talks with regulators about a possible criminal leak of client account information. As many as 27,000 customer files containing personal and financial information were taken, the Mail on Sunday reported on Feb. 9, citing an unidentified whistle-blower. It’s unclear how the files were stolen, the newspaper said, adding data was sold to brokers to be used for ‘‘investment scams.”

Barclays’s core Tier 1 equity ratio under the latest rules set by the Basel Committee on Banking Supervision fell 30 basis points in the quarter to 9.3 percent. That was 30 basis points below the estimate of Jason Napier, an analyst at Deutsche Bank.

The lender’s capital as a percentage of assets, or leverage ratio, was 3 percent, ahead of its plan to to reach the figure by June. The bank raised 5.8 billion pounds from shareholders in a rights offering in October.

The lender’s wealth and investment management business posted a 73 million-pound loss for the quarter from a 105 million-pound adjusted pretax profit in the year-earlier period.
