First of DBSS flats enter resale market

First of DBSS flats enter resale market

SINGAPORE — The first three of the Housing and Development Board’s (HDB) Design, Build and Sell Scheme (DBSS) flats have entered the resale market.

The flats, which are located in Tampines, have found buyers after the sellers served their minimum occupation period of five years.

The first two five-room DBSS resale units will be sold for S$671,000 and S$699,000. A five-room DBSS flat typically sold for between S$308,000 and S$450,000 when they were first introduced.

Another DBSS resale flat — a four-room unit — will be sold for S$582,000. Such four-room DBSS units typically sold for between S$288,000 and S$410,000 when launched.

DBSS flats are of a higher design quality than regular HDB units.

These resale flats come under new rules, where buyers and sellers have to agree on a price before units receive their valuation.

First DBSS flats go on resale market, asking price as high as $780,000

First DBSS flats go on resale market, asking price as high as $780,000

DBSS flats at The Premiere on Tampines Avenue 6 have been put on the resale market, after reaching the minimum occupancy period of five years.

SINGAPORE - The first HDB flats under the Design, Build and Sell Scheme (DBSS) have been put on the resale market, after reaching the minimum occupancy period of five years.

Some flat owners are asking for as much as 60 per cent more than what they paid five years ago.

The Premiere on Tampines Avenue 6 was the first HDB flat project designed, built and sold by a private developer.

90 per cent of the development are five-room flats, which were sold for between $308,000 and $450,000.

Now, online listings for some of these properties have prices starting at $650,000 and going up to as high as $780,000.

That's $70,000 to $200,000 more than other five-room flats in the same area.

"I think many owners are, in a way, testing the market to see whether the market is willing to accept their asking price. Another reason is that perhaps many of them feel that DBSS as a public housing is of higher quality than the normal HDB flats," said Nicholas Mak, executive director of SLP International Property Consultants.

Bumper profits elude pilot DBSS sellers

Bumper profits elude pilot DBSS sellers

RESIDENTS at The Premiere who are banking on their units' better location and fittings to land them a good resale price might be in for a rude awakening.

Units in the five-year-old pilot Design, Build and Sell Scheme (DBSS) project in Tampines Avenue 6 are now ripe for the resale market, but a scan of the advertisements on various marketing platforms shows that sellers are asking for higher prices than consultants think the market will accept.

The asking prices for five-room units, available in 1,173 sq ft, 1,184 sq ft and 1,227 sq ft configurations, are sitting between $720,000 and $850,000.

Consultants say buyers are unlikely to bite.

R'ST Research director Ong Kah Seng said that he expects a five-room unit at The Premiere to be transacted at between $650,000 and $700,000.

Mr James Wong, vice-president of resale at DTZ, was more optimistic, saying that he expects a five-room unit at The Premiere to fetch a $150,000 premium over a similar-sized Housing Board resale flat in the neighbourhood.

Going by the HDB website, regular five-room HDB flats within 500m of The Premiere that were approved for resale last year fetched between $520,000 and $608,000.

At the ST Property website, the three listed advertisements for units at The Premiere received 416 page views in the last two weeks. Based on the advertisements, the average asking price of those units is $655 per sq ft.

Consultants say that while The Premiere will certainly command a premium over regular HDB flats, sellers may have to lower their expectations, given the current climate. For example, HDB's lending restrictions have limited the pool of potential buyers.

The Premiere was the first DBSS site rolled out by HDB. Back in 2005, it was lauded as a major shift in Singapore's housing programme, offering buyers a middle ground between Build-To-Order flats and executive-condominium units.

Developed by the private-sector Sim Lian Group, the 616-unit project opened to much fanfare, pulling in 5,900 applications in late 2006.

Its residents have since lived there for five years and have become eligible to sell their units, but, to date, no resale transactions have been recorded. --The Business Times

Over 40% of Belvia units taken up

Over 40% of Belvia units taken up
Posted: 11 November 2011 1402 hrs

SINGAPORE: Belvia - a Design, Build and Sell Scheme (DBSS) project situated along Bedok Reservoir Road - has received good response mostly from first-time buyers.

At the first phase of booking from November 7 to 9, the development which was reserved mainly for first-timers saw a take-up rate of more than 40 percent.

Belvia is a 488-unit project by CEL Development and the first DBSS project in the mature Bedok estate.

CEL Development said the units range from S$387,000 to S$415,000 for a 3-room flat, S$494,000 to S$576,000 for a 4-room unit, and S$648,000 to S$727,000 for a 5-room flat.

CEO of CEL Development, Mr Chia Lee Meng, said the larger four- and five-room units on the higher floors were the best sellers.

Belvia is one of the DBSS projects for which tenders were given out before the government announced earlier this year that it will put DBSS projects on hold.

The government is reviewing the scheme in the wake of high asking prices at a Tampines DBSS project, Centrale 8.

The developer had initially estimated prices of S$880,000 for a five-room unit, but later revised it to S$778,000.

Unit prices for DBSS project in Tampines hit record high

Unit prices for DBSS project in Tampines hit record high
By Liang Kaixin | Posted: 16 June 2011 2322 hrs

SINGAPORE: Would you pay S$880,000 for a new HDB flat? That is the top price for a five-room unit at Centrale 8, the new Design-Build-and-Sell-Scheme in Tampines and it sets a new record, surpassing prices of some resale flats in the area.

Launch prices for five-room units range between S$685,000 and S$880,000. At 108 square metres, these are smaller than most new HDB flats, but potential customers said the units are better designed.

Centrale 8 is located near Tampines town centre, near upcoming developments. Its sales launch saw about 300 customers on Thursday morning. Applications for its 708 units close on June 21.

The National Development Ministry told Channel NewsAsia that the developers of DBSS projects have to ensure prices are affordable, and comparable to new HDB projects and the resale and private markets.

DBSS projects are open to households earning a combined income of up to S$10,000 a month.

Prices of Centrale 8 units are about twice that of an earlier DBSS project launched in Tampines five-years ago by the same developer. The developer said actual prices will be determined in July, when applications are processed.

Kuik Sing Beng, Executive Director at Sim Lian Group, said: "Five years ago, there was no announcement of the new Downtown Line interchange, as well as the new lifestyle hub. Comparatively, they can still afford a condominium in the suburban area, but this is very well-located, with all the new amenities. So I think the prices are reasonable."

Khaw mulls larger combined BTO launches

Khaw mulls larger combined BTO launches
By Evelyn Choo | Posted: 18 June 2011 1815 hrs

SINGAPORE: National Development Minister Khaw Boon Wan says he is considering moving away from the current practice of monthly launches of Build-To-Order HDB flats and explore ways to have larger combined launches.

In the latest entry on his blog, Mr Khaw said he has been advised to do larger launches.

Mr Khaw thinks this is sound advice.

He said larger launches offer buyers a wider range of choices and reduce the odds of repeated disappointment.

Mr Khaw said he is working with the HDB to see how the June and July launches can be combined for a larger launch.

He also pledged to price them wisely, adding that they will certainly not be near the prices suggested in the recent Design, Build and Sell Scheme (DBSS) flats.

He was referring to a private developer's DBSS launch in Tampines, with the upper end of the 5-room units priced at S$880,000.

Noting that it has caused a stir in the social media, he said the negative reaction was not surprising.

Mr Khaw also explained the difference between DBSS developments and mainstream public housing projects built by the HDB.

He explained that DBSS is a class of housing type between HDB flats and executive condominiums/private condos.

DBSS forms a tiny portion of the total housing options for Singaporeans.

Mr Khaw pointed out that while HDB flats are designed and priced by HDB, DBSS flats are designed and priced by private developers.

He said if the private developer prices it too high and there are no takers, there will be no sales.

Mr Khaw said netizens would like his ministry to step in and tell the private developer to cut its price.

He explained that when private developers tender for the land, price control is not a term of the tender.

He added that if contracts that have been awarded can be varied arbitrarily, Singapore's reputation as a business hub will be damaged, with severe repercussions.

But he said netizens are not powerless.

He said if buyers find a price too high, they can walk away.

On his part, he is ramping up more BTO launches and pricing them appropriately.

He said the HDB is launching 25,000 units this year. Of these, 12,000 units have already been launched. Another 13,000 units will be launched later this year, averaging 1,800 units per month.

HDB to launch tender for Pasir Ris DBSS site

HDB to launch tender for Pasir Ris DBSS site
By Jonathan Peeris | Posted: 15 March 2011 2242 hrs

SINGAPORE : The Housing and Development Board (HDB) is launching the tender for sale of a residential land at Pasir Ris Central under the Design, Build and Sell Scheme (DBSS).

The tender, which will be launched on March 16, will close at noon on May 31.

The 16,388-square-metre site has a maximum allowable gross floor area of over 45,800 square metres.

HDB estimates that 460 dwelling units can be built on the site, which is located near the Pasir Ris MRT station and bus interchange.

The lease is for 103 years, including a 48-month construction period.

So far this year, HDB has sold one DBSS land parcel in Clementi town with an estimated yield of 770 units.

Other than the current site, another two DBSS sites will be launched for tender within the next few months.

One land parcel is at Fernvale Link, which can yield 790 units, and the other is at Bendeemer Road, where about 700 units can be built.

HDB plans to launch enough sites for 4,000 or more DBSS flats this year, provided there is sustained demand.

SINGAPORE : Flat buyers can look forward to more public housing choices under the Design, Build and Sell Scheme (DBSS).

The Housing and Development Board (HDB) on Monday awarded a tender for a site that could yield about 700 DBSS flats in Yishun to Guthrie (DBP) and SK Land for S$148.9 million.

HDB will tender another three new DBSS sites later this year that could yield about 1,600 flats in Tampines, Bedok Reservoir and Upper Serangoon.

The first site will be launched for sale next month, while the other two will be rolled out in the second half of the year. The combined estimated yield from these three sites is 1,590 units.

The total of 2,300 DBSS flats in the pipeline will further supplement the Build-To-Order (BTO) system, which is the main supply of new HDB flats.

DBSS flats are developed and sold by private developers. They have a 99-year lease and are sold under similar HDB eligibility conditions.

Ninety-five percent of the flat supply for applicants will be set aside for first-timers.
