SINGAPORE: Private sector economists have given a bullish forecast for Singapore's economy. Some expect double-digit growth by year-end.

But inflation could be a risk in coming months - a view also shared by the Monetary Authority of Singapore in its twice-yearly economic review released today.

Singapore's economy expanded a strong 13.1 per cent on year in the first quarter.

And given the strong showing, some economists say double digit expansion is possible by year-end.

The government's official forecast for now is seven to nine per cent growth in 2010.

Song Seng Wun, regional economist, CIMB-GK Research, says: "If we swing positive from pharma as well, given that it's 20 per cent of manufacturing, we can continue to see manufacturing continue to show headline growth in the second quarter.

"And as a result, you could get first half growth in the region of between 11 and 14 per cent, which makes the average for the full year very likely to be in the high single digits or the low teens."

Economists that Channel NewsAsia spoke to are predicting full year growth from nine to 12 per cent.

In its latest macroeconomic review, the MAS says trade-related sectors will boost growth.

Intra-regional trade is expected to pick up with the China-ASEAN Free Trade Area deal.

But stronger growth may also raise the risk of inflation, which is expected to come in at 2.5 to 3.5 per cent this year.

Irvin Seah, assistant vice president of group research, DBS, says: "We are seeing inflationary pressure building up externally with higher fuel prices, higher commodity prices.

"Domestically, it's higher asset prices, especially the pressure coming from the property market. We also have some policy induced inflationary impact, in the form of higher COE prices."

But observers don't expect the MAS to tighten monetary policy further after its aggressive adjustment earlier this month.

MAS estimates put GDP growth at three to five percent over the next decade. Experts say this does not mean that activity is expected to slow down over the next couple of years, but rather the economy is strengthening and stabilising after 18 months of volatility.

SINGAPORE: Singapore SMEs are more positive about business sentiments in the coming six months, with more companies working at higher capacities, which could lead to higher employment.

This is the conclusion of an inaugural quarterly index for small and medium size enterprises, compiled by DP Information Group and the Singapore Business Federation.

The SBF-DP SME Index tracks both the outlook and level of economic activity of Singapore SMEs each quarter.

The partners say the index provides a forward-looking and measurable gauge of business sentiment among Singapore SMEs for the coming six months.

The index surveyed owners and management of 3,000 SMEs, covering the commerce, manufacturing, services and transport & storage sectors, which contribute some 60 per cent of Singapore's GDP.

The index score for the first quarter of 2010 is 51, up from 48 in the last quarter of 2009.

DP Information says the increase reflects expectations that the economy is improving, with manufacturing companies registering a strong 8-point jump to 55 points, compared with the previous quarter.

But DP says the reading of 51 also suggests that business sentiment is one of "cautious optimism", where SMEs' level of sustainability remains stable and unchanged compared to previous quarter.

The index score is derived from qualitative data on actual financial performance of SMEs, combined with quantitative data which includes tracking companies' turnover and profit as well as credit ratings.

SINGAPORE: Buyers of new HDB flats may be able to get their keys more quickly.

The Housing & Development Board is looking at how to shorten the wait, from three years to two or two-and-a-half years.

National Development Minister Mah Bow Tan said the HDB will consider building new flats before selling them, especially in cases where the subscription rate is high.

He also stressed that new HDB flats remain affordable.

HDB tests this by comparing monthly mortgage installments to monthly household income.

The average Debt Service Ratio or DSR in the last six months were in the range of 17 to 25 per cent.

Mr Mah noted that this is close to the CPF contribution rate of 23 per cent, and is well within the international housing affordability benchmark of 30 to 35 per cent.

Mr Mah said: "At 25 per cent DSR for a three-room flat, we're talking on the average of a monthly installment of $528. But the $528 can be almost fully paid using the CPF contributions. So in that particular instance, that family would probably need to pay something like $40-50 per month in cash.

"Based on the current situation, and based on the situation we've been seeing over the last 10 years, these figures indicate our new flats are well affordable, well within the means of all the different income groups."

SINGAPORE : The Housing & Development Board (HDB) will make available a state land parcel in Pasir Ris for application under the Reserve List of the Government Land Sales (GLS) Programme from Wednesday.

The site is located at the junction of Pasir Ris Drive 3 and Pasir Ris Drive 4.

The 20,000 square metre, 99-year leasehold site is designated for condominium housing.

HDB said some 380 residential units can be built on the site.

Under the Reserve List System, developers who are interested in purchasing the land can submit their application, indicating the minimum offer price to HDB.

Upon acceptance of their application, HDB will put up the land for sale by tender.

SINGAPORE : The Bayfront Bridge at Marina Bay was officially opened to traffic on Sunday.

The bridge is next to the iconic The Helix pedestrian walkway which was officially opened to the public on Saturday night.

Vehicles were allowed onto the Bayfront Bridge at 3pm on Sunday.

The bridge provides a direct connection between Marina Centre and Marina South.

Many people also turned up to check out The Helix which is a world's first in terms of engineering design and architecture.

Pedestrians planning to cross from Marina Centre to the Bayfront area can also use The Helix to get to the Marina Bay Sands integrated resort from June.

The R2 refresh of Microsoft's flagship database was completed and released to manufacturing today. SQL Server 2008 R2 boasts improved scalability, with support for up to 256 logical processors, and easier centralized management of multiserver deployments.
The major focus with the new release is Business Intelligence, with improved end-user accessible analysis features, richer report building, and a new feature called Master Data Services to improve management of mission-critical business data. Also new is an event-processing framework, StreamInsight, providing monitoring and analysis of streaming data sources like RFID sensors and Web server logs.
As is typical with RTM announcements, there's no word yet on when the software will actually reach distribution channels; expect Technet, MSDN, Software Assurance, and retail availability over the next few weeks.

Broken McAfee DAT update cripples Windows workstations


McAfee pushed out a virus definition update, 5958, at 06:00 PDT that causes false positive identification of the critical Windows system file svchost.exe. Machines running Windows XP Service Pack 3 using the 5958 definitions will delete the file, causing many key Windows services to fail to start. The Windows file is being mistakenly detected as W32/wecorl.a. Failure to start svchost.exe causes Windows to automatically reboot, hindering repair efforts.

At the time of writing, McAfee's support forum appears to have either gone offline or collapsed under the load, making threads about the issue inaccessbile. Before going offline, the company advised the following measures:
  1. Boot the system into safe mode
  2. Drop the attached extra.dat in c:/program files/common files/mcafee/engine
  3. Reboot into normal mode
Rebooting into Windows normal mode type “shutdown /a” in the run line this aborts the automatic shutdown.
This will allow them to apply the exclusion.
The shutdown command must be run as an Administrator; regular users aren't able to abort shutdowns in progress.

The broken DAT should now be purged from the McAfee's distribution network (Akamai expected the purge to be completed by 09:45 PDT), and an updated version, 5959, was made available at around 10:15 PDT.

This updated version is identical to 5958, with the problem definition removed.

At this point, anyone who hasn't been bitten by the problem should be safe. That may be little consolation to the estimated tens of thousands of computers damaged already. With unconfirmed (Update: now confirmed) reports that big customers like Intel have been hit by the problem, that number is set to grow.

This is not the first time a virus scanner has caused such a problem; a month ago, BitDefender had a similar issue, though the McAfee issue seems a little easier to repair. Just as with the BitDefender issue, this is something that would be trivially detected with even basic QA, which makes the regularity of such problems perplexing.

Users in our Windows Technical Mojo forum are discussing the issue along with some possible fixes.

SINGAPORE : Two new Built-To-Order (BTO) projects have been launched in Punggol Town making 1,429 government flats available.

In addition, the Housing and Development Board said it will launch another 7,400 BTO flats from May to September 2010, bringing the total number of flats launched in the first three quarters of 2010 to about 12,000.

It said the upcoming projects will have a good geographical spread, covering areas such as Bukit Panjang, Jurong West, Sengkang, Yishun and Woodlands.

As for the latest BTO projects, Punggol Emerald and Punggol Waves, these feature Studio Apartments along with three, four, and five-room flats catering mainly to first-timer home owners.

The Housing and Development Board said in a news release Tuesday that Punggol Emerald, located at the junction of Punggol Way and Punggol Central, will have 856 standard flats.

This will comprise 188 units of Studio Apartments, 96 units of 3-room, 350 units of 4-room and 222 units of 5-room flats, with a mini-mart and shop included as part of the development.

The Studio Apartments at Punggol Emerald will be priced from $73,000 while the 3-5 room flats will be priced from $166,000 for a 3-room unit to $333,000 for a 5-room flat.

As for Punggol Waves, it will be located south of the future Punggol Town Centre and along Punggol Walk.

The development will feature 573 units, comprising 105 units of 3-room, 259 units of 4-room and 209 units of 5-room flats, along with a Student Care Centre.

The 3-room flats will be priced between $150,000 and $186,000 while a 5-room unit will cost between $330,000 and $385,000.

Applications for the new flats can be submitted online from April 20 to May 3.

The HDB said that to keep public housing affordable for first-time homebuyers, new flats are priced below equivalent market prices based on the prices of resale flats in the area, as well as factors such as location, project design and prevailing market conditions.

The purchase of the Punggol BTO flats will come under the new conditions set in March 2010, to reinforce the privileges of citizenship.

So first-time buyers in a household comprising a Singapore Citizen and a Singapore Permanent Resident will have to pay a $10,000 premium on top of HDB’s selling price.

This covers the $10,000 housing subsidy that's withheld for the of a new HDB flat or a resale flat with the CPF Housing Grant, and will be restored should the Singapore Permanent Resident family member take up citizenship or if the couple has a Singapore Citizen child while still in ownership of that flat.

SINGAPORE : Some car buyers who had ordered their vehicles just before recent jump in COE prices have ended up paying more.

They had chosen the "Non-guaranteed COE", and would now have to pay an additional S$10,000.

Car dealers said most buyers opted for "non-guaranteed COE" when COE prices were on a downward trend.

This reversed when COE prices started climbing, with more going for "guaranteed COE", even if they had to pay S$3,000 to S$5,000 more.

COE prices for small cars have nearly doubled since January. Now, COE prices for small cars stood at S$34,000, up from about S$18,000 three months ago.

Some car dealers said industry players are struggling to cope with the increase.

The Singapore Vehicle Traders Association (SVTA) said it is important to pick the right COE package at the time of purchase.

It also warned that verbal agreements with car dealers are not enough, adding that it is best to have everything spelt out in black and white in the form of a contract.

SVTA Honorary Secretary Raymond Tang said: "Some dealers say their company has never failed in bidding for a COE before, but this doesn't mean they won't fail to do so in the future."

Car dealers said buyers can also ask for a refund of their deposit, but most of them have chosen to top up instead.

SINGAPORE: Sales people, Information Technology professionals and business analysts are in high demand within the Information Technology and Telecommunications (IT&T) sector in Singapore.

That's according to recruitment firm Robert Walters' first quarter market update.

It said the sales function within IT&T has evolved from a transactional role to a more creative and intelligent function.

This, according to Robert Walters, has created a huge demand for professionals with the ability to understand the needs of customers and offer solutions that could involve multiple partners and technologies.

For example, pre-sales consultants with up to five years of experience can now expect a salary increment of between 14.3 and 20 per cent compared to last year.

It also said that small and medium sized companies in Singapore looking to grow their presence in the Asia Pacific region will lead to an expected increase in hiring activities for IT professionals at senior and strategic levels.

The recruitment firm also expects a continuing trend for companies operating in this sector to hire candidates with strong tax experience.

Despite challenging market conditions in 2009, Robert Walters expects salaries and contract rates across the board to return to levels witnessed in early 2008.

Quite some time ago, I mentioned that my Sony Ericsson hand phone kept displaying error messages (47, and etc??? that I could not rememebered) and sometimes it would just hang. I even had to force it to shut down and restart to make it work! It was very troublesome.

Furthermore, when I tried to recharge it, it did not even responded. Using google as my search engine, I tried to find out what those strange cryptic error messages meant and see if the problem can be resolved. But there was not much information regarding those error messages. I also thought that the handphone was dead. I even posted that my hand phone was dead!

For some time, I chose to ignore it. Some days ago, I took out the handphone and I tried to find out if those annoying problems persist. I charged the handphone to at least 80% full before doing anything.

I wondered if applying updates would resolved the issues that I had earlier. If that failed to work, then I would have to physically open and examine the internals. Anyway, it would be interesting to see such an embedded device and the related components.

I performed a backup of whatever stuff I had in my handphone and I went to update it. The software then updated to version 2.10.4.22 from version 2.9.

After upgrading to the latest version, I decided to test the phone. Immediately after upgrading the phone, I played the phone and see if any error messages appeared. Next, I took some pictures of the surroundings (some books, buildings, sky) and see any error messages appear. None. That was good!

For the next 2 - 3 days. I decided to bring the phone with me to see if the issues resurfaced. Seemed that those bugs were gone.

I will do further testing to see if any of those annoying and cryptic error messages appear.

SINGAPORE : The Circle Line's 11 new MRT stations opened on Saturday to much fanfare.

As at 8pm Saturday, SMRT had a ridership of some 220,000.

SMRT said with the new stations, travel time can be reduced by over half an hour on certain routes, and commuters can save up to 41 per cent in adult fares.

The long wait is over for self-professed train enthusiast Ong You Yuan when the train rolled in at Paya Lebar Station.

"I waited five to six years, and finally it opened, so I want to catch the first train in the morning," said the 18-year-old Ong.

Over at the Stadium Station, Taiwanese pop band SHE got in on the act.

They were there for a meet-and-greet session with some 900 fans before performing later in the evening.

SMRT prepared for this surge in traffic.

"In Stadium (Station) itself, we are expecting a large crowd for the SHE event. We are putting in some 20-plus additional station personnel there to help out in the station management, passenger flows and the crowd control (issues)," said Chia Chun Wah, deputy director of Station Operations, SMRT Trains.

Previously, concert-goers had to go to the Kallang MRT Station, transfer to a bus or walk to reach the Singapore Indoor Stadium. Now, they can take the Circle Line service and alight at the Stadium Station, which is just a stone's throw away from one of the country's most popular concert venues.

And this is making some concert-goers, very happy.

"(With the) Circle Line, I can travel to Bishan (and) use the Circle (Line route) to travel here. It's faster and easier," said one member of the public.

"It used to take about one-plus hour, now only 16 minutes," said another.

SMRT expects daily ridership of about 200,000 with the 16 Circle Line stations now open.

SINGAPORE : Eleven new stations of the Circle Line, stretching from Dhoby Ghaut to Bartley, will begin operations on April 17.

It promises faster and cheaper travel - with fare savings of up to 41 per cent for commuters.

Transport Minister Raymond Lim officiated the opening ceremony at Bras Basah Station on Friday.

The Bras Basah Station is described as an "architectural marvel". It is said to be the deepest underground MRT station ever built in Singapore.

It boasts of a 41-metre escalator - the longest in any MRT station - and a unique reflecting pool on the roof.

Commuters will save time, and money.

For example, the journey to Paya Lebar from Bartley takes about 38 minutes and costs about $1.61.

But with the opening of the stretch of new Circle Line stations, it will take just 6 minutes and will save commuters 66 cents of fares - which is over 40 per cent cheaper than the previous fare.

Culture buffs will also be pleased with the stops.

"The stretch of the Circle Line also connects us to the doorstep of major culture destinations, such as our museums, as well as recreational and sporting venues like Fort Canning Park and the stadium, and for those headed to destinations around Suntec and the Esplanade. Whether for work or for leisure, the Circle Line provides an additional and convenient transport option, including those who currently drive," said the Transport Minister.

The 11 new stations, along with five others that are already operating, are expected to bring ridership to about 200,000 a day.

SINGAPORE: Singapore employees are more mobile than their global peers. According to the 2010 Global Workforce Study, 51 per cent said they are willing to switch jobs when opportunities arise compared to just 33 per cent globally.

Survey findings also revealed that Singapore workers are more optimistic about the job market amidst economic recovery.

54 per cent of respondents believe there'll be more jobs available in the next 12 months.

However, employers shouldn't be unduly worried about a less loyal workforce.

The study showed that 81 per cent of employees desire job security and over half of them consider this achievable in their current organisation.

The survey polled more than 20,000 employees in 22 markets.

Among them, 1,022 workers are based in Singapore.

SINGAPORE: Real estate agents say executive condominiums (ECs) have become more popular.

They are the next best thing for those who are priced out of the private condominium market, where prices have been hitting new highs recently.

Property agents said that in the last two to three years, the price of each square foot has increased by about 70 per cent.

In the first quarter of this year, the resale value of each square foot reached about S$570.

According to senior group district director of PropNex David Poh, the price used to be around S$300 to S$400 per square foot more than three years ago.

This puts the price per square foot of ECs about 15 per cent cheaper than that of private condominiums.

For new ECs, the price is about 25 per cent lower than that of new private condominiums.

Real estate agents said the prices of ECs have not peaked.

Two ECs in Sengkang and Yishun were launched in January. A second EC is set to be launched in Sengkang this week.

SINGAPORE : The World Bank believes that the East Asian region will have to start to withdraw fiscal and monetary stimulus sometime this year.

But the bank said this can only be achieved when private sector investment becomes the region's growth driver.

With economic recovery and firming prices, some Asian economies are starting to gradually rein in their fiscal stimulus measures.

Some measures include requiring banks to set aside more reserves and in some cases like Vietnam and Malaysia, raising interest rates.

While there is some debate about the timing for withdrawing stimulus, the World Bank believes it should be determined by a recovery in private sector investment.

Vikram Nehru, chief economist, East Asia and Pacific region, The World Bank, said: "When that happens, it will become relatively easy for governments to start withdrawing their fiscal and monetary stimulus, and without any disruption to growth because the private sector will then become the engine of growth."

The World Bank said rapid growth in East Asia will be possible in the coming years, even in a weakened global economy.

Mr Nehru added: "Growth can definitely continue rapidly in East Asia, provided that East Asian countries continue to reform, continue to implement medium term reform agendas, and the regional agenda of regional economic integration and the appropriate response to climate change is adopted."

The World Bank said China, for example, would need to rebalance its economy and gear it towards domestic consumption and away from an export-led growth.

In a report last week, the World Bank upgraded its growth forecast for developing East Asian economies this year to 8.7%. This was almost a full percentage point higher than its previous forecast in November last year.

SINGAPORE: Singapore is looking to double its export of accountancy services to the region over the next 10 years from 22 per cent now to 50 per cent.

This is one aim of the Committee to Develop the Accountancy Sector (CDAS) which released its recommendations on Tuesday to the government.

Singapore is already a key financial centre and now also wants to be a centre for accountancy excellence.

Apart from exporting accountancy services, the committee tasked with developing the accounting sector is also recommending that Singapore raises the sector's contribution to GDP from 0.4 per cent to one per cent within a decade.

Bobby Chin, chairman, CDAS, said: "We need Singapore to provide more value added services not just to Singapore but also to the region. That means our local accounting firms need to upscale to be able to provide services for the region.

“We need talent to come into Singapore to supplement the type of services we can actually offer."

The committee has recommended that S$10 million be set aside to develop the sector.

The market for accounting services in Asia Pacific is estimated to be worth US$38.3 billion by 2013.

To spur this development, CDAS also recommends that Singapore establishes a post-university programme for accountants and improves training for key industry players like chief financial officers.

Mr Chin said: "Students coming into Singapore wanting to become trained and qualified accountants under the Singapore branded post-university examination can thereafter use their trained expertise to move into the region to provide the relevant services."

The CDAS was commissioned in 2008 by the Ministry of Finance to enhance the development of Singapore's accountancy sector.

SINGAPORE: The Economic Development Board (EDB) will be launching a new programme to further expand the talent pool for the medical technology (medtech) sector.

It is called the Medtech Innovate, Design, Engineer for Asia in Singapore programme, or Medtech IDEAS programme for short.

This will be done in partnership with medtech industry players.

150 training places will be set aside to nurture multi-disciplinary teams of engineers, voice-of-customer specialists and regulatory experts in Asian medical device innovation.

These trainees will spend time at leading companies' global headquarters, as well as their Singapore-based research and development (R&D) labs.

The new programme comes on top of the Singapore-Stanford Biodesign programme with Stanford University, which was launched earlier this year by EDB and A*STAR.

It is targeted at Singapore postgraduate students and seeks to nurture the next generation of Asian medical device innovators.

The latest programme was announced by Senior Minister of State for Trade & Industry and Education, S Iswaran.

"Many other MedTech companies have also made Singapore their home base in the region," he said. "As a leading market with sophisticated Asian healthcare consumers, Singapore is an ideal base for these companies to innovate and develop solutions for Asia and beyond.

"Indeed, the MedTech sector is now one of Singapore's fastest-growing sectors, contributing more than S$3 billion in manufacturing output and employing about 8,300 people in the city-state.

"There is also strong potential to grow our capabilities in MedTech innovation even further by leveraging on our strong scientific, engineering and clinical capabilities."

Mr Iswaran was speaking at an event by med-tech firm Hill-Rom on Tuesday.

Hill-Rom is expanding its Asia Pacific Innovation Centre by launching two new research and development outfits in Singapore.

These will focus on global respiratory care and patient support technology for emerging markets.

Hill-Rom said it is looking to double staff count at the two new centres in the near future, from 40 currently.

The expansion of the Asia Pacific Innovation Centre is part of the firm's plans to grow in emerging markets, including China.

Forrester predicts global IT market growth in 2010

US and Asia-Pacific will lead the way among global regions

The final quarter of 2009 showed signs that decline in growth rate of the worldwide IT market had stopped and would reverse throughout 2010, market research firm Forrester predicts in a new report. “The tech recovery has started in the US and around the world,” read the report’s executive summary. “Q4 2009 IT market indicators showed an end to declines, setting the stage for stronger growth in 2010.”

While US IT market will grow by 8.4 percent in 2010, global IT market will grow by 7.7 percent, the study forecasts. Computer equipment and software segments of the market will lead the way, while the IT services market will lag. PC’s, peripherals and storage gear will lead in the computer segment and OS software and applications will lead in software.

The research firm’s predictions differ from forecasts of the competing firm Gartner. While Gartner also predicts that IT market will grow this year, the firm says it will only grow by 4.6 percent.

According to Forrester, growth will be strongest in the US and Asia-Pacific, while western and central Europe regions will expand at the slowest rate. The firm estimates total current US IT market size to be about $741 billion.

Gangs now specialise in attacks on executives

SYDNEY, 7 APRIL 2010 - Mass indiscriminate computer attacks are giving way to highly targeted individual attempts in a new wave of professional cyber crime, experts say.

Right now millions of computers are being targeted all over the world. At one point last week, home computers and telecommunications companies were the two user groups most under threat worldwide. In Australia alone, 2.95 million attacks have been detected, originating mainly from Canada, the US and China.

According to Symantec, the maker of Norton AntiVirus and owner of corporate email filtering company MessageLabs, between 20,000 and 40,000 new threats are discovered every day by collaborating vendor security labs around the world.

The worrying new trend is that while mass attacks were the norm in the past, targeted, almost single-user, attacks have started to appear.

Hand-picked individuals in corporations are receiving emails and electronic documents that resemble something they expect to see in their inbox, only to unleash trojans and other malware on to their corporate networks.

In its new report, MessageLabs says the top-five targeted job titles are director, senior official, vice-president, manager and executive director. Top of the list are those responsible for foreign trade and defence policy, especially in relation to Asian countries.

The recent hacking attempts on Google and up to 20 large US corporations were aimed at extracting specific information from single users. Individuals appeared to have been targeted according to their position or access to corporate information, according to the chief architect of security technology and response at Symantec, Carey Nachenberg.

In one documented case, senior managers received an infected PDF agenda for a conference they were planning to attend. Opening the document either tried to download and install an executable file, or directed the user to a credible-looking website that was in fact an attempt at phishing.

"What's very unique about this is people had a lot of patience," says Nachenberg, who is responsible for several security patents and teaches computer science at UCLA. "They spent a lot of time putting their targets together. The purpose of the attack we can only guess. We don't know who got the information and for what purpose."

He says malware authors have switched from mass distribution of a few exploitable threats to micro-distribution of millions of distinct threats, each with different instructions and individual fingerprints.

Symantec has detected 120 million distinct threats in the past 12 months. Some, like Vundo, had been distributed to 18 users, while others, such as Harakit, had attempted to infect only 1.6 users on average.

The security response manager of F-Secure Labs in Malaysia, Chia Wing Fei, cites another strategic exploit example.

"We detected a banking virus that is only interested in PCs in Europe," he says. "It won't infect PCs anywhere else, even if the user goes to the drive-by website. The virus uses the user's IP address to determine targets."

Chia says security vendors have detected a rapid professionalisation of cyber crime. Attacks are no longer perpetrated by script kiddies looking for kudos but organised gangs moving in underground communities bent on generating big dollars.

Gangs are now employing IT professionals and business minds to carefully plan their moves and stay one step ahead of detection. Interestingly, they trade their goods on the internet, commanding high prices for the proceeds of crime.

"When we get too close, they find out," Chia says.

A security report by Symantec that focused on the underground economy in late 2008 estimated the potential value of total advertised goods on the black market was more than $US276 million ($305 million) annually.

The most traded commodity was stolen credit card information, followed by stolen bank account data. Credit card numbers sell for as little as US10¢ to $US25, while bank account information can fetch between $US10 and $US1000.

Vendors such as AVG and McAfee suspect the majority of cyber attacks are now the work of a small number of criminal gangs that also deal in other crimes. "We're talking about dozens of crime gangs off and online that organise money laundering and credit card fraud," says a global security strategist at AVG Technologies, Larry Bridwell.

"There's a small number of incredibly [capable] hackers that make up the largest amount of fraud."

The vice-president of threat research at McAfee, Dmitri Alperovitch, says gangs have built pyramid-like schemes of small operators who are unaware of the size and nature of their employer. They recruit unsuspecting people, including pensioners, who have to do little but withdraw and transfer regular amounts of money.

"They have roughies who ruffle up people locally to make sure the money mules pass on their pay," Alperovitch says.

AVG says despite continuous improvement in technology security, online crimes still happen because 30 per cent of all machines run with outdated antivirus software or with it turned off, criminals make increasingly more money and big corporations don't patch their machines as often as they should.

Thus I have heard, at one time the Buddha dwelt at Shravasti, in the Jeta Grove in the Garden of the Benefactor of Orphans and the Forlorn, together with a gathering of Great Bhikshus, twelve-hundred fifty in all, all Great Arhats well-known to the assembly: Elders Shariputra, Mahamaudgalyayana, Mahakasyapa, Mahakatyayana, Mahakausthila, Revata, Suddhipanthaka, Nanda, Ananda, Rahula, Gavampati, Pindola-Bharadvaja, Kalodayin, Mahakaphina, Vakkula, Aniruddha, and others such as these, all Great Disciples, together with all the Bodhisattvas, Mahasattvas: Manjushri, Prince of Dharma; Ajita Bodhisattva, Gandhastin Bodhisattva, Nityodukta Bodhisattva, and others such as these, all Great Bodhisattvas, and together with Shakra, Chief among Gods, and the numberless great multitudes from all the heavens.

At that time, the Buddha told the Elder Shariputra, From here, passing through hundreds of thousands of millions of Buddhalands to the West there is a world called Utmost Happiness. In this land a Buddha called Amitabha right now teaches the Dharma.

Shariputra, why is this land called Utmost Happiness? All living beings of this country never suffer, but enjoy every bliss. Therefore it is called Utmost Happiness.

Moreover, Shariputra, this land of Utmost Happiness is completely surrounded by seven tiers of railings, seven layers of netting, and seven rows of trees, all formed from the four treasures, and for this reason called Utmost Happiness.

Moreover, Shariputra, in the land of Utmost Happiness are pools of the seven jewels, filled with the waters of eight meritorious qualities; the bottom of each pool is pure, covered with golden sands. On the four sides climb stairs of gold, silver, lapus lazuli, crystal, mother-of pearl, rubies, and carnelian.

In the pools bloom lotuses as large as carriage wheels with colors of green light, red light, yellow light, and white light, subtle, rare, fragrant, and pure. Shariputra, the Land of Utmost Happiness is crowned in splendor and virtues such as these.

Moreover, Shariputra, in this Buddhaland heavenly music always plays, and the ground is made of gold. In the six periods of the day and night a heavenly rain of mandarava flowers falls, and throughout the clear morning, each living being of this land offers sacks filled with myriads of wonderful flowers to the hundreds of thousands of millions of Buddhas of the other directions. At mealtime they return to their own countries and after eating they walk about. Shariputra, the Land of Utmost Happiness is crowned in splendor and virtues such as these.

Moreover, Shariputra, in this country there are always rare and unusual birds of many kinds and colors: white geese, cranes, peacocks, parrots, egrets, kalavinkas and two-headed birds. In the six periods of the day and night the flocks of birds sing forth harmonious and elegant sounds. Their clear and joyful calls proclaim the Five Roots, the Five Powers, the Seven Limbs of Bodhi, the Eightfold Path of Sages, and dharmas such as these. When living beings of this land hear their calls they are altogether mindful of the Buddha, mindful of the Dharma, and mindful of the Sangha.

Shariputra! Do not say that these birds are born as retribution for their sins. And why not? Because in this Buddhaland the three evil paths do not exist. Shariputra, even the names of the three evil paths are unknown in this Buddha's land; how much the less could they actually exist! Wishing to proclaim the Dharma's sound far and wide, Amitabha Buddha created these multitudes of birds by transformation.

Shariputra, in that Buddhaland when the gentle winds blow, the rows of jewelled trees and jewelled nets reverberate with fine and wondrous sounds, as a symphony of one hundred thousand kinds of music played in harmony. All who hear these sounds are naturally mindful of the Buddha, mindful of the Dharma, and mindful of the Sangha. Shariputra, the Land of Utmost Happiness is crowned in splendor and virtues such as these.

Shariputra, what do you think? Why is this Buddha called Amitabha? Shariputra, the brilliance of that Buddha's light is measureless, illumining the lands of the ten directions everywhere without obstruction. For this reason he is called Amitabha.

Moreover, Shariputra, the lifespan of that Buddha and that of his people extends for measureless, limitless asamkhyeyas of kalpas. For this reason he is called Amitayus. And, Shariputra, since Amitabha became a Buddha, ten kalpas have passed.

Moreover, Shariputra, that Buddha has measureless, limitless asamkheyas of Sound-Hearer disciples, their number incalculable. So too is the assembly of Bodhisattvas. Shariputra, that Buddhaland is crowned in splendor and virtues such as these.

Moreover, Shariputra, the living beings born in the Land of Utmost Happiness are all avaivartika. Among them are many who in this very life will dwell in Buddhahood. Their number is extremely many; it is incalculable. And only in measureless, limitless asamkyeyas of kalpas could they be counted.

Shariputra, those living beings who hear of this should vow: I wish to be born in that country. And why? Because those who are born there assemble in one place with people whose goodness is unsurpassed. Shariputra, if one has few good roots, blessings, and virtues, one cannot be born in that land.

Shariputra, if there is a good man or good woman who hears of Amitabha and holds his name whether for one day, two days, three, four, five days, six days, as long as seven days with one mind unconfused, when this person nears the end of life, before him will appear Amitabha and all the Assembly of Holy Ones. When the end comes, his mind will not be utterly confused, and in Amitabha's Land of Utmost Happiness he will quickly be reborn. Shariputra, because I see this benefit, I speak these words; and, if living beings hear this teaching they should make the vow: I wish to born in that land.

Shariputra, just as I now praise the inconceivable benefits arising from the merit and virtue of Amitabha, so too in the East does Akshobya Buddha, Sumeru Likeness Buddha, Great Sumeru Buddha, Sumeru Light Buddha, Wonderful Sound Buddha; all Buddhas such as these, numberless as Ganges' sands, each in his own country gives forth a vast and far-reaching sound that pervades the threefold, great, thousand-world realm and proclaims these sincere and honest words: All you living beings should believe in this sutra which all the Buddhas praise for its inconceivable merit and virtue, a sutra they protect and bear in mind.

Shariputra, in the Southern World, Sun-Moon Lamp Buddha, Sumeru Lamp Buddha, Celebrated Light Buddha, Great Radiant Shoulders Buddha, Sumeru Lamp Buddha, Measureless Vigor Buddha, all Buddhas such as these, numberless as Ganges' sands, each in his own country gives forth a vast and far-reaching sound that pervades the threefold, great, thousand-world realm and proclaims these sincere and honest words: All you living beings should believe in this sutra which all Buddhas praise for its inconceivable merit and virtue, a sutra they protect and bear in mind.

Shariputra, in the Western World, Measureless Life Buddha, Infinite Features Buddha, Measureless Curtain Buddha, Great Light Buddha, Great Clarity Buddha, Jewelled Likeness Buddha, Pure Light Buddha, all Buddhas such as these, numberless as Ganges' sands, each in his own country gives forth a vast and far-reaching sound that pervades the threefold, great, thousand-world realm and proclaims these sincere and honest words: All you living beings should believe in this sutra which all Buddhas praise for its inconceivable merit and virtue, protecting and bearing it in mind.

Shariputra, in the Northern World, Radiant Shoulders Buddha, Most Glorious Sound Buddha, Invincible Buddha, Sun-Birth Buddha, Luminous Net Buddha, all Buddhas such as these, numberless as Ganges' sands, each in his own country gives forth a vast and far-reaching sound that pervades the threefold, great, thousand-world realm and proclaims these sincere and honest words: All you living beings should believe in this sutra which all Buddhas praise for its inconceivable merit and virtue, a sutra they protect and bear in mind.

Shariputra, in the World Below, Lion Buddha, Well-Known Buddha, Celebrated Light Buddha, Dharma Buddha, Dharma-Curtain Buddha, Upholding Dharma Buddha, all Buddhas such as these, numberless as Ganges' sands, each in his own country gives forth a vast and far-reaching sound that pervades the threefold, great, thousand-world realm and proclaims these sincere and honest words: All you living beings should believe in this sutra which all Buddhas praise for its inconceivable merit and virtue, a sutra they protect and bear in mind.

Shariputra, in the World Above, Pure Sound Buddha, Constellation King Buddha, Superior Fragrance Buddha, Fragrant Light Buddha, Great Radiant Shoulders Buddha, Varicolored Jewels-Adorned Body Buddha, Sala Tree King Buddha, Jewelled Flower of Virtue Buddha, Discerning All Meanings Buddha, Like Sumeru Mountain Buddha, all Buddhas such as these, numberless as Ganges' sands, each in his own country gives forth a vast and far-reaching sound that pervades the threefold, great, thousand-world realm and proclaims these sincere and honest words: All you living beings should believe in this sutra which all Buddhas praise for its inconceivable merit and virtue, a sutra they protect and bear in mind.

Shariputra, what do you think? Why is it called Sutra which all Buddhas protect and bear in mind? Shariputra, if a good man or good woman hears this sutra and upholds it, and hears the names of all these Buddhas, this good man or good woman will also be one whom all Buddhas protect and bear in mind, and will attain non-retreat from anuttarasamyaksambodhi. Therefore, Shariputra, all of you should believe and accept my words and the words all Buddhas speak.

Shariputra, if there are people who have already made the vow, who now make the vow, or who will make the vow, I wish to be born in Amitabha's country, these people, whether born in the past, now being born there, or to be born there in the future, will all attain non-retreat from anuttarasamyaksambodhi. Therefore, Shariputra, all good men and good women who believe should make the vow, I wish to be born in that country.

Shariputra, just as I now praise the inconceivable merit and virtue of all Buddhas, all those Buddhas also praise my inconceivable merit and virtue, saying these words: Shakyamuni Buddha can accomplish extremely difficult and rare deeds in the Saha Land during the evil time of the Five Turbidities: during the time turbidity, the views turbidity, the affliction turbidity, the living beings turbidity, and the lifespan turbidity. He can attain anuttarasamyaksambodhi and for the sake of living beings proclaim this Dharma, which the whole world finds hard to believe.

Shariputra, you should know that I, in the evil time of the Five Turbidities, perform these difficult deeds, attain anuttarasamyaksambodhi, and for the entire world proclaim this Dharma which is difficult to believe, extremely difficult!

After the Buddha spoke this Sutra, Shariputra, all the Bhikshus, and the entire world of gods, humans, asuras, and others, hearing what the Buddha had said, joyously delighted in it, faithfully accepted it, bowed and withdrew.

A FAMILY in Singapore nearly sold their home in Strathmore Avenue for $950,000 - possibly the highest amount fetched for an HDB flat.

But the deal did not go through.

The buyer could not get a bank loan for the rare penthouse valued at $875,000.

The Queenstown flat joins another HDB flat which recently made the news for its equally lofty price.

The property - a rooftop maisonette in Bishan Street 24 - reportedly drew an offer of $900,000 from a buyer.

The Strathmore Avenue penthouse on the 24th floor boasts an unobstructed view of the estate. It is a five-minute walk from Queenstown MRT station.

Network security
