National Development Minister Khaw Boon Wan said there are currently some 200 first-time applicants who have not been successful in applying for a Build-To-Order flat after three or more attempts.

SINGAPORE: National Development Minister Khaw Boon Wan said there are currently some 200 first-time applicants who have not been successful in applying for a Build-To-Order flat after three or more attempts.

In a written parliamentary reply on Monday to MP for Jurong GRC David Ong, Mr Khaw said these 200 first-time applicants will be given at least four ballot tickets in their next BTO application, if they apply for a flat in a non-mature estate.

Their chances will be further enhanced if they apply under the Married Child Priority Scheme or the Parenthood Priority Scheme.

Mr Khaw said with the significant ramp-up in new flat supply in recent years, the backlog of first-time applicants is being cleared steadily.

He added he is confident that the 200 first-timers will likely be successful if they apply again for a BTO flat in a non-mature estate.

Less than one per cent of the Primary One cohort has been admitted under the active community leaders scheme.

SINGAPORE: Less than one per cent of the Primary One cohort has been admitted under the active community leaders scheme.

Education Minister Heng Swee Keat said this in a written parliamentary reply on Monday to MP for Hougang SMC Png Eng Huat.

Mr Png had asked how many Primary One places are given to children of community leaders.

Phase 2B is open to children of active community leaders, parent volunteers and endorsed members of religious groups or clans that are directly connected with the school.

To qualify for Phase 2B priority, community leaders have to serve actively for at least one year prior to the P1 registration exercise.

Mr Heng said the number of children admitted in Phase 2B has remained fairly constant for the past two years -- at about seven per cent of the Primary One cohort.

He added most of the community leaders serve more than the minimum period, and continue to serve even after their children gain admission into the school.

A 23-year-old man has been sentenced to 12 months' jail for having consensual sex with a 13-year-old girl.

SINGAPORE: A 23-year-old man has been sentenced to 12 months' jail for having consensual sex with a 13-year-old girl.

Former product executive Jordan Lee Han Sen had befriended the secondary school student on social networking site Facebook and on Twitter.

The two later exchanged mobile numbers and Lee also found out the girl's age.

In January this year, the victim ran away from home after her teacher told her mother about a love bite on the girl's neck.

Afraid of being scolded by her mother, the girl turned to the accused.

The pair returned to Lee's residence and had sexual intercourse.

Lee also admitted to another similar charge but that was taken into consideration for sentencing purposes.

In mitigation, Lee's lawyer Amolat Singh said the offences were born out of "chance encounters" and his client did not set out to take advantage of the girl.

Mr Singh added that this is Lee's first brush with the law and was genuinely remorseful for his folly.

Lee could have been jailed up to 10 years and fined for having sex with someone under 16 years.
