HDB launches 7,568 flats, including first housing project in Tampines North

 Today, HDB launched 7,568 flats for sale in a mix of mature and non-mature towns under the November 2014 Build-To-Order (BTO) cum Sale of Balance Flats (SBF) exercise. The flats offered include the first housing project in Tampines North, which will also feature the first Three-Generation (3Gen) flats in a mature town.

2This launch brings the total BTO flat supply in 2014 to 22,455 units, in line with HDB’s commitment to launch 22,400 BTO flats for sale this year. Together with the 6,674 balance flats offered under the May and November 2014 SBF exercises, HDB has offered a total of 29,129 flats for sale in 2014 to meet the housing needs of Singaporeans.




Enhancement of Married Child Priority Scheme (MCPS)


3From the November 2014 sales exercise, up to 30% of the flat supply for first-timer families, and up to 15% of the flat supply for second-timer families will be set aside for those applying to live with or near their parents/married child under the MCPS (See Table 1).

4Under the enhanced MCPS, first priority will be extended to two groups of applicants:
  • Parents and married children who apply for a flat to live together under one roof; and
  • Parents who own a flat in a mature estate, and who apply for a BTO flat in a non-mature estate to move near to their married child.



November 2014 BTO Exercise


5HDB will offer 4,277 BTO flats spread across six projects in the non-mature towns of Sembawang, Sengkang and Yishun, and the mature town of Tampines. A wide range of flats, comprising 2-room to 5-room flats, as well as 3Gen flats, is offered to meet the diverse housing needs of first-timers, second-timers, multi-generation families and singles.


6Tampines GreenRidges, the first housing development in Tampines North, will be offered for sale. It seeks to offer residents a tranquil living experience in a park-like setting. It is also the first precinct in Tampines to feature the Pneumatic Waste Conveyance System, an automated waste collection system that provides clean and fuss-free waste disposal.


7First-timers will continue to enjoy priority flat allocation, with at least 85% (for 4-room and 5-room flats) and 70% (for 2-room and 3-room flats) of the BTO public flat supply set aside for them. Eligible first-timer singles have the option of applying for a 2-room flat in Anchorvale Fields, Blossom Spring @ Yishun, Meadow Spring @ Yishun or Sun Breeze.


8Married/courting couples who wish to live together with their parent(s) can apply for a 3Gen flat at Tampines GreenRidges, where 3Gen flats will be offered in a mature town for the first time. Other multi-generation families who wish to live near each other in the same BTO project can apply for flats in Anchorvale Fields, Blossom Spring @ Yishun, Meadow Spring @ Yishun, Sun Breeze, Tampines GreenEdge or Tampines GreenRidges, under the Multi-Generation Priority Scheme [1] (MGPS).


[1] HDB will set aside up to 15% of the SAs, 2-room and 3-room flats in a BTO project (subject to a minimum of 20 units each) for parents applying under MGPS. The same number of 2-room and bigger flats will be set aside in the same BTO project for their married children.



9Eligible first-timer families can enjoy up to $60,000 of housing grants, comprising the Additional CPF Housing Grant (AHG) (up to $40,000) and the Special CPF Housing Grant (SHG) (up to $20,000). With these grants, 2-room, 3-room, 4-room and 5-room flats can be purchased from$13,000, $98,000, $205,000 and $346,000 respectively (see Table 2). November 2014 SBF Exercise


10HDB will offer 3,291 balance flats in 11 non-mature and 15 mature towns under the November 2014 SBF exercise. They comprise 298 Studio Apartments (SAs), 412 units of 2-room, 690 units of 3-room, 1,206 units of 4-room, 632 units of 5-room, 47 units of 3Gen and 6 units of executive flats.


11Flats offered under the SBF exercise are reserved for families. At least 95% of the supply of balance flats (excluding SAs) will be set aside for first-timers. In addition, 50% of the SAs will be set aside for eligible elderly flat applicants under the Studio Apartment Priority Scheme (SAPS), which enable them to age-in-place in the town of their current home, or near their married children.


12SBF flats come in a wide range of flat types, locations and selling prices (see Table 3). About 27% are already completed, while the remaining 73% are under construction. Pricing details and applicable ethnic quotas of the SBF flats offered are in Annex A2  (PDF 74KB).

Advice for Flat Buyers


13Applicants are strongly advised to apply for a BTO flat in non-mature towns to enjoy a higher chance of success in securing a flat. Although the SBF flats have a shorter waiting time to completion, the number of units in each town is small, and is likely to attract high application rates.


14Regular updates on the number of applications submitted for the various flat types/towns will be published on the HDB InfoWEB. Applicants are advised to check for updates before submitting their application.




Application for November 2014 BTO cum SBF Exercise


15Application for new flats launched in the November 2014 BTO and SBF exercises can be submitted online on the HDB InfoWEB from today, 25 November 2014 (Tuesday) to 1 December 2014 (Monday). Applicants can apply for only one flat type/category in one town/estate under either the BTO or SBF exercise.

Next BTO Launch in February 2015


18Next year, HDB plans to launch four Build-To-Order (BTO) exercises, with a total of 16,900 new flats. HDB will conduct quarterly sales launches starting from February 2015. In February 2015, HDB will offer about 3,940 flats in Bukit Batok, Geylang and Hougang. More information on the flats to be offered under the February 2015 BTO exercise is available on the HDB InfoWEB.
