Online banking thefts hit Japan firms

Online banking thefts hit Japan firms

[TOKYO] Hackers stole nearly US$2 million from the online bank accounts of Japanese businesses in April, a surge in theft that has prompted some banks to curtail online services and rethink compensation policies, executives and regulators say.
In April there were 50 cases of theft from online accounts held by Japanese businesses with nearly 200 million yen stolen, according to a person with knowledge of the industry-wide tally, which has not been made public. That was more than the entire previous year.
Japanese businesses reported 34 cases of online banking theft for the year ended March with a total of US$1.8 million stolen, according to data released by the Japanese Bankers Association.
Earlier this month, a senior official with Japan's Financial Services Agency told regional bank executives that regulators were concerned that online theft could cause a chain of small business failures and bankruptcies, according to participants who attended the closed-door meeting.
Mitsubishi UFJ Financial Group and Mizuho Financial Group said their corporate customers had been hit by online thefts. Top regional lenders such as Fukuoka Financial Group and Bank of Yokohama also said their clients had also experienced losses.
Corporate users of online banking in Japan tend to be small businesses and family-owned firms. In a typical theft, hackers trick owners into surrendering passwords or gain control of poorly protected computer systems to make transfers out of their accounts, industry officials and security experts said. "This has become a serious problem," Masaaki Tani, president of Fukuoka Financial Group, the largest regional bank, said earlier this month.
It was not clear why cases of such theft had increased so rapidly although bankers elsewhere have warned of a growing threat from hackers. "Cybersecurity attacks are becoming increasingly complex and more dangerous," JPMorgan Chase &; Co Chief Executive Jamie Dimon said in a letter to shareholders in April.
Japan's banks are divided on how to respond. Promising compensation might remove an incentive for businesses to tighten security, some executives say. At the same time, tightening security too much could kill the convenience of online banking.
In April, many regional banks suspended a service which allowed clients to transfer money on the spot to accounts that were not pre-registered. Chiba Bank reduced its online transfer limit to 10 million yen, from just under 100 million yen.
Until now, the question of whether to compensate businesses for online theft has been left to each bank. Most offer fewer protections than they do for individual accounts.
Resona Bank has said it will compensate business clients for Internet losses of up to 50 million yen when customers have taken appropriate security measures.
The lender is part of Resona Holdings, Japan's fourth-largest banking group by assets. Resona's pledge is part of a push to build its business, including lending, to small- and medium-sized businesses at a time when overall loan demand remains weak.- Reuters

Advice for Flat Buyers

11Applicants are strongly advised to apply for a BTO flat in non-mature towns to enjoy a higher chance of success in securing a flat. Though SBF flats have a shorter waiting time to completion, the number of units in each town is small and is likely to attract high application rates.
12Regular updates on the number of applications submitted for the various flat types/towns will be published on the HDB InfoWEB. Applicants are advised to check for updates before submitting their application.
.
Application for May 2014 BTO and SBF Exercises

13Application for new flats launched in the May 2014 BTO and SBF exercises can be submitted online on the HDB InfoWEB from today, 22 May 2014 (Thursday) to 28 May 2014 (Wednesday). Applicants can apply for only one flat type/category in one town/estate under either the BTO or SBF Exercise.

14More details on application procedures can be found in Annex B  (PDF 106KB).

15For enquiries, the public can:
- Log on to esales.hdb.gov.sg; or
- E-mail hdbsales@mailbox.hdb.gov.sg; or
- Visit the HDB Sales Office to speak with our Customer Relations Executives during office hours (Mon to Fri 8 am to 5 pm, Saturday 8 am to 1 pm).

Next BTO Launch in July 2014

16In July 2014, HDB will offer about 3,810 BTO flats in Punggol, Sembawang, Toa Payoh, Woodlands and Yishun. More information on the flats to be offered under the July 2014 BTO exercise is available on the HDB InfoWEB.

HDB will set aside up to 15% of the Studio Apartments (SAs), 2-room and 3-room flats in a BTO project (subject to a minimum of 20 units each) for parents applying under MGPS. The same number of 2-room and bigger flats will be set aside in the same BTO project for their married children.

Notes:
  • Prices are rounded up to the next higher thousand. Actual selling price of individual flats will vary based on location and other attributes.
  • For 2-room flats, assumed Additional CPF Housing Grant (AHG) of $40,000 and Special CPF Housing Grant (SHG) of $20,000; for 3-room flats, assumed AHG of $30,000 and SHG of $20,000; for 4-room flats, assumed AHG of $15,000 and SHG of $20,000; for 5-room flats, assumed AHG of $10,000. Actual Grant amounts will vary based on income and choice of flat. Click here for more information about the various CPF Housing Grants available.
  • The eligibility conditions for the AHG and SHG are: (a) first-timer household; (b) applicant must have worked continuously for one year immediately before the flat application, and is still working at the time of application; (c) average gross monthly household income over the one year period must not be more than $5,000 (for AHG) or $6,500 (for SHG); and (d) SHG applies only for the purchase of a 2-room, 3-room or 4-room flat in the non-mature estates.
  •  Studio Apartments (SAs) are sold on a 30-year lease, beginning from the date of key collection. Prices are inclusive of the elderly-friendly fittings/finishes.
  • Please refer to the “Flat Details” tab to check the lease commencement date of each block.
  •  The 3-room Standard flats in the non-mature towns/estates with a $5,000 income ceiling will be offered as a separate category from the 3-room premium flats in the non-mature town/estates which are sold with a $10,000 income ceiling.
  • The 3-room flats (standard/premium) in the mature towns/estates with an income ceiling of $10,000 will be grouped together under a flat application category.
  • The 4-room flats in the non-mature and mature towns/estates will be treated as a separate flat application category for those who are only interested in 4-room flats to submit their applications.
  • Since 1995, HDB has closed the Executive Flat (EF) register. The number of EF on offer is limited and they are largely repurchased/repossessed flats. Hence, HDB will group the EF and 5R as one flat application category.
  • Flat at The Pinnacle@Duxton is classified as S2 (similar to 5-room) flat.
  • Flats in Jurong East will be grouped together with those in Jurong West for offer under “Jurong East/West” Town, where applicable. For the administration of the Married Child Priority Scheme (MCPS), applicants may apply for MCPS if their parents/married child are living in either Jurong East or West or within 2 km from any of the blocks offered for sale.
  • There is a 4-room repurchased DBSS flat at Blk 138A Lorong 1A Toa Payoh #13-08 at The Peak @ Toa Payoh.
