SINGAPORE : Less than a third of an estimated 1,000 private education bodies in Singapore - 274 institutions - are under an Enhanced Registration Framework as of April this year.

The compulsory framework was introduced in 2009 and has stringent requirements for greater quality assurance in private education.

Of the 274 private education bodies, 63 institutions have been awarded the EduTrust certification, while another 107 registration applications are still being processed.

The EduTrust certification distinguishes higher quality players in the private education industry.

With the June 20 registration deadline looming, some 100 institutions have yet to apply for the framework.

Singapore's Private Education Council said 130-odd institutions have closed or will cease operations, while about 170 bodies are being acquired or merged, or are undergoing restructuring.

Any institution providing private education after June 20 and has not registered will be operating illegally.

The Private Education Council said it is reaching out to institutions that have yet to apply for the Enhanced Registration Framework.

SINGAPORE: Analysts said the move by the Ministry of National Development to build more HDB flats may give the local construction industry a fresh boost.

The majority of first time HDB home buyers can rejoice with the MND's decision to develop more build-to-order (BTO) flats this year.

And with the decision to address rental flat shortages, industry observers said the planned supply changes would be positive for the construction industry as developers bid for more contracts.

However, the plan for more homes in Singapore also comes with challenges like rising costs in the industry.

"If you suddenly have an increase base you need more of these materials. These stockpiles may not be adequate so you'll have to import more," said Mr Vashdev Khialani, engineer at C&V Consultants LLP.

"Prices of construction will generally go up across the board, whether it is HDB or private, residential, commercial or industrial."

And the need for more construction workers will only add to construction price woes.

"Foreign worker levies are on the uptrend, so construction companies when they bid they have to be more aware. They've got to price their costs very carefully, and see if they can retain an attractive margin," said investment analyst at SIAS Research, Liu Jinshu.

Industry observers said that aside from construction, engineering businesses will also benefit from more HDB supply as a chain effect.

Analysts added that a lift in income ceiling for first time buyers could further prompt HDB to build flats ahead of demand.

"The ceiling is S$8,000 for first time flat buyers. So if they do lift up this ceiling, then it would be an astute move to build ahead of demand, to smooth any impact on the raising of the income ceiling as well," said Mr Liu.

Going forward, analysts said a likely rise in income ceiling may shift preferences for private homes in the mass market condo segment to the HDB market.

SINGAPORE: The Urban Redevelopment Authority (URA) has accepted a joint tender for the Jurong Gateway site at a tender price of nearly S$969 million from CapitaMall Trust, CapitaMalls Asia and CapitaLand.

The 99-year leasehold site is likely to be developed into a mixed retail and office space.

It has a land area of approximately 18,159 square metres, with a maximum permissible total gross floor area of 88,980 square metres.

Jurong Gateway is located beside the Jurong East MRT interchange station, and close to JCube and IMM building.

SINGAPORE: Owners of flats at Segar Meadows' newly-completed block received the keys to their new homes on Saturday.

Segar Meadows is a newly-completed Build-To-Order (BTO) project in the Bukit Panjang area.

Environment and Water Resources Minister Vivian Balakrishnan, who is also an MP for Holland-Bukit Timah GRC, and his fellow MP Liang Eng Hwa were guests-of-honour at the completion ceremony.

They handed over the keys to flat owners at Block 456, the last block of completion.

Several government agencies and the Holland Bukit-Timah Town Council set up exhibition booths during the event to create awareness on matters relevant to residents moving into their new homes.

Dr Balakrishnan said the completion ceremony is also a good opportunity for residents to get to know their new neighbours.

SINGAPORE: Workers in the manufacturing sector in Singapore have taken on a different profile and are no longer seen as the typical blue-collar workers.

As the economy moves up the value chain, manufacturing workers have also evolved into one who's highly paid, tech-savvy, and with a university degree.

However, analysts said the problem is that there may not be enough talent pool in the market to meet the growing needs of the sector.

Singapore's factory workers have a new face now.

They don't make toys and garments anymore.

Instead, they're experts in the fields of pharmaceutical, medical engineering, fiber optics and offshore marine.

That is the case as big global names make Singapore their regional headquarters, while sweatshops have been moved to China, Brazil and increasingly Vietnam and Indonesia.

But finding this new breed of skilled workers for the sector is becoming a challenge for employers.

Singapore International Chamber of Commerce chief executive Phillip Overmyer said: "I need a whole different set of people from what I have today.

"I still need the manufacturing people but now, I need people who can design products for Asia as opposed to designing products for America, for example.

"I need people who can do logistics distribution, people who can market to the Asian market as opposed to marketing back in the US.

"The trouble that manufacturers have along with other industries in Singapore is generally not being able to find enough people.

"It's not so much that there aren't jobs; it's that there are not enough people who are interested in those jobs".

Businesses are willing to pay a premium for workers who have the skills needed for high-value manufacturing jobs.

But increased competition with industries, such as the financial sector that could afford more attractive salary packages, is putting extra pressure on wages.

Some analysts said Singapore may have to attract these talents from abroad or risk losing its manufacturing sector entirely.

Economists also said the rising labour costs in the sector could lead to fewer jobs being created.

It would also mean that hiring will focus only on highly-skilled workers in highly capital-intensive industries.

UOB Group economist Alvin Liew said: "In terms of manufacturing direction of growth, I think that this is an inevitable stage of development whereby we used to be a low-cost production centre.

"But as costs have gone up and we've moved up the value chain in terms of our technology expertise, we should be moving into higher valued production, but at that costs (it) would be that employment opportunities would be very much diminished in manufacturing".

Jobs statistics available at the Ministry of Manpower showed that factory workers accounted for less than a tenth of the more than one million new jobs created between 1997 and 2010.

SINGAPORE: The HDB is offering homebuyers close to 4,000 new flats in six Build-to-Order (BTO) projects launched on Friday - the largest supply of BTO flats in a single launch.

It surpasses the 3,185 BTO flats offered last month.

The BTO projects launched on Friday are at Costa Ris and Golden Lily in Pasir Ris, Punggol Parcvista, Tampines GreenLeaf, Tampines GreenWood, and Woodlands Peak.

At least 95 per cent of the public flat supply will be set aside for first-time buyers.

HDB said Friday's launch offers flats in various locations and sizes to meet the different needs of home-seekers - low-income families, those aspiring for something better, and the elderly.

Prices range from S$76,000 for a studio apartment and from S$335,000 for a 5-room unit.

First-time buyers can take advantage of various housing grants to reduce the cost of owning a new BTO flat.

For instance, households earning up to S$5,000 per month can apply for the Additional CPF Housing Grant (AHG) worth up to S$40,000, which can be used to offset the initial downpayment.

Over and above the AHG, first-timer families earning between S$1,501 and S$2,250 monthly can also apply for the Special CPF Housing Grant (SHG) if they choose to buy a 3-room standard flat in Punggol Parcvista and Woodlands Peak.

With Friday's launch, HDB has released about 12,000 BTO flats in the first five months of 2011. This is more than half of HDB's earlier target of launching 22,000 flats for 2011.

In view of strong demand, HDB is ramping up its flat supply by a further 3,000 flats for this year.

This increases the full-year's BTO supply for 2011 by about 15 per cent, to 25,000 units. This is more than the number of units in Clementi town today.

HDB had announced earlier that 22,000 new BTO flats will be launched this year. All of these will now be launched by September 2011 instead of by the end of the year.

The BTO supply will be supplemented by housing units offered under the Design, Build and Sell Scheme (DBSS) and the Executive Condominium (EC) Housing Scheme.

For 2011, land sites for 4,000 DBSS flats and 4,000 EC units are scheduled for sale.

Commenting on the BTO launch, PropNex corporate communications manager Mr Adam Tan said: "The government has certainly responded to the public's demand for affordable housing, especially for first-time buyers. This is especially so, given that at least 95% of the units, or 3,759 flats, will be set aside for these first-timers."

He noted that Cash Over Valuation or COV prices are bottoming out at around $21,000 "and many first-time buyers will still be priced out of the resale market". Therefore, there will be relief among this group from the bumper crop of BTO flats.

Mr Tan also said the government is heeding the demand from first-time buyers who are asking for more BTO flats in a greater variety of areas. He noted that the six BTO projects are spread out over four estates, namely Punggol, Pasir Ris, Tampines and Woodlands, giving first-time buyers plenty of choices in relatively popular neighbourhoods.

Mr Tan said the projects should see a huge take-up rate from potential buyers as they are in estates which are rather well-developed.

They are also going at prices around 14% to 35% cheaper than similar resale flats in their areas, based on the transactions conducted in the first three months of this year.

"The 3-room flats in Tampines GreenLeaf and Tampines GreenWood, for example, are a whopping 35% cheaper than resale flats in that town," revealed Mr Tan, "and should therefore be very popular with the first-time buyers with a tight budget. For the reason of cost-effective pricing, the flats in Punggol Parcvista and Woodlands Peak should also see high subscription rates, having prices between 25% and 30% cheaper than similar flats in the vicinity."

Propnex also described as bold the move by HDB to offer 15 per cent more BTO flats this year than planned.

SINGAPORE: Scientific instruments maker Bruker is investing S$6 million in a centre of excellence in Singapore.

The Nasdaq-listed firm said it intends to establish Singapore as its regional headquarters.

Bruker is known for making Nuclear Magnetic Resonance (NMR) systems, which are widely used in medical diagnostics and chemical analysis.

Its share of the scientific instruments market in Singapore is worth over S$100 million.

Bruker currently has 45 employees in Singapore, and plans to hire 10 to 20 more staff over the next three years.

The Centre of Excellence, located at Biopolis, has a floor area of 550 square metres.

Frank Laukien, CEO of Bruker Corporation, said: "It will obviously continue to support our Singapore scientific customers, but also it is our headquarters for South East Asia. In addition, it is a hub for research collaborations with the various universities and A*STAR facilities here in Singapore."

SINGAPORE: Hao Yuan Investment has submitted the highest bid of S$191.8 million for a residential site along Sembawang Road and Jalan Sendudok.

The Urban Redevelopment Authority (URA) closed the tender for the site, after receiving six bids in total.

The 27,600 square metre site, with a 99-year lease, was launched for tender on March 29.

CBRE Research said the site seems fairly popular based on the number of bids and quantum it attracted.

The top bid translates to about S$4,950 per square metre.

CBRE Research added that the top bid is somewhat higher than market expectations.

URA said it would decide on the winning bidder at a later date.

44% of employers struggle to fill vacancies

ALMOST half of employers in Singapore have problems filling vacancies in their companies, according to a survey conducted by a human resource firm.

Up to 44 per cent of employers have found it difficult to fill critical positions, said ManpowerGroup in a press release on Friday.

Sales representatives and engineering talents were the hardest to recruit, and have topped the list for at least five years. They are followed by technicians and drivers.

Out of all employers interviewed, one-third felt that applicants tend to lack the skills and experience necessary for the job.

This signals an imbalance between the number of available workers in the workforce and the number of qualified workers.

When asked what strategies employers were pursuing to overcome their difficulties filling positions, the most common responses in Singapore were to enhance benefits packages, focusing more on staff retention and broadening recruitment outside of Singapore .

Close to 40,000 employers across 39 countries and territories were questioned in the survey.

SINGAPORE : NTUC Choice Homes has launched its first executive condominium (EC) in Pasir Ris since 2002.

Belysa was open for viewing from Friday till next Monday. Sales bookings will open from May 25.

As at 6pm on Friday, about 86 applications were received - nearly a third of the 315-unit development.

The condo which is located near the Pasir Ris MRT station will boast a full range of condominium facilities.

The 3-bedroom units range from 829 to 1,216 square feet and will cost between S$574,000 and S$841,000.

The biggest 4-bedroom unit is about 1,420 square feet, costing S$952,000.

The developer said demand is rising for bigger units.

Catherine Wang, senior market manager, NTUC Choice Homes, said: "We do see an increasing trend from the first and second timers when they actually come in to buy a unit in the EC.

"They are actually asking for 3 or 4 bedders. The reason we have actually found out is, basically, they said the families want to stay together - so the multi-gen families, they probably need a bigger unit space."

SINGAPORE : As hazy conditions affected parts of the country, some Singaporeans are refraining from venturing outdoors.

At 43, Sunday's PSI reading as of 4pm still reflects a 'good' air quality level, according to the National Environment Agency's website.

This compared to a PSI of 58 on Saturday.

But some Singaporeans are still reluctant to head outdoors.

At East Coast Park, bicycle rental shops Channel NewsAsia spoke with said they have seen a 50 per cent drop in business this weekend, compared to last weekend.

Hawker centres and food courts said they have also been affected by the lack of patrons, citing about a 30 to 40 per cent drop in sales.

But some beach-goers are unfazed, coming out to enjoy some quality family time.

SINGAPORE: Sales of private residential properties increased in April.

1,788 private homes were sold last month, according to data released by the Urban Redevelopment Authority (URA) on Monday.

That's a 29 percent month-on-month increase from the 1,386 units sold in March.

Including Executive Condominiums (ECs), total sales would have reached an even more impressive figure of 1,901.

Chalking up the best sales was Eight Courtyards at Yishun Avenue 7, which sold 340 units at a median price of S$789 per square foot.

The best selling EC was the Prive at Punggol Road, which sold 34 units at a median price of S$682 per square foot.

Meanwhile, the most expensive property sold in April was at The Orchard Residences at Orchard Boulevard, where a unit was sold at a median price of S$4,799 per square foot.

SINGAPORE : Rental growth for residential units is expected to moderate over the next few years, as 30,491 new homes come onstream in 2013.

This is according to property consultants.

Data out earlier from the Urban Redevelopment Authority showed that residential rental growth slowed down to about 1 per cent in the first quarter this year - the slowest pace in more than a year. And the downward trend is expected to continue.

A potential oversupply of private housing, a moderating economy and possibly a lower influx of foreign talent may spell the end of rental growth, which increased at its slowest pace from January to March this year.

Liang Thow Ming, head of residential services at Credo Real Estate, said: "With an uncertain economic going outlook ahead - especially due to the global situation - (and) probably less foreigners coming in - especially due to the recent displeasure about the influx of foreigners in Singapore - in terms of demand, we would see a slight drop; in terms of supply, we will probably see a huge increase.

"Therefore, it does not bode well in terms of rental value and yields. And we will probably see a decline maybe in about two years' time."

Currently, there are about 10,500 vacant non-landed residential units in the rental market.

This is in addition to the 30,491 uncompleted residential units coming onstream by 2013.

Singapore's gross domestic product (GDP) is estimated at 4 to 6 per cent this year, compared to 14.7 per cent last year.

From June 2009 to June 2010, the number of non-residents grew by 4.1 per cent to 1.30 million. This is slower than the 4.8 per cent growth from one year earlier.

But for now, rentals are expected to grow at about 2 per cent this year.

Suburban and city fringe homes rental yields will also perform better than their central region counterparts in the near term.

Dr Chua Yang Liang, head of research (Southeast Asia), at Jones Lang LaSalle, said: "With capital values being more moderate than it was in terms of growth wise, there is potential for more income returns there. But the question is how many foreigners can we expect in the next few years."

Prices of suburban and city fringe homes are about 10 per cent lower than those in the central region, thickening yield margins in the process.

This brings suburban and city fringe rental yields to about 3 to 4 per cent, compared with central region rental yields of 2.5 per cent.

SINGAPORE : Datacraft has officially rebranded itself as Dimension Data, the name of its parent company.

This exercise is part of a worldwide brand campaign to help ensure global consistency in its business operations.

The rebranding was first announced in January.

In a statement, the company said this was also in line with its business strategy to provide more services-centric solutions consistently across multiple technologies and geographies.

Plans to integrate the company under a single brand started in 2008, when Datacraft became a wholly-owned unit of Dimension Data.

Dimension Data, which owned part of Datacraft since 1997, bought the remaining 44.9 per cent of the company in 2008 and delisted it from the Singapore Exchange.

Other than the brand change, the company will continue to be responsible for the Asia Pacific markets (excluding Australia).

The current organisational structure and management team remain unchanged.

SINGAPORE : The en bloc sale market has been feverishly picking up activity this year.

Apart from more en bloc properties being offered for sale, analysts say that the average prices for the sites have also increased by more than 50 per cent compared to a year ago.

However, the offer prices have yet to surpass the levels seen by the market at the peak of the property boom in 2007.

Since the start of this year, some 20 collective sales have been announced.

Analysts say that 9 deals have been closed so far, worth a total of S$880 million.

This compares with 34 collective sales deals completed last year totalling S$1.7 billion.

Analysts say that average transaction sizes have increased, from S$52 million in 2010 to over S$80 million this year as property developers are bullish on the economy.

Donald Han, vice chairman of Cushman and Wakefield, said: "Bottom line (is) so long as the economy grows within the 4 to 6 percent, I think generally the confidence will be there in terms of investors coming into Singapore, looking to investing in this part of the world.

"It's going to be a fairly active market. I think we're beginning to see the sort of response as what we saw in the first quarter. Confidence will start coming back again, and if we're beginning to see more cooling measures then that puts a hinder on project sales movement.

"Then developers might hold back again. So it's a touch-and-go scenario depending on government measures, if any."

Two sites were launched for collective tender on Wednesday.

Vista Park, a large leasehold residential redevelopment site off Pasir Panjang Road, has been put up for sale with a guide price of S$338 million. The tender will close at 3.00pm on June 30.

Separately, a post-colonial development in River Valley with a unique tenure of nearly a million years is expected to fetch a reserve price in the range of S$72 million to S$80 million. The tender closes at 2.30pm on June 9.

Analysts say the market for en bloc sales currently favours smaller developments as large land banks continue to be dominated by government land sales.

Mr Han said: "I think generally I tend to be a bit more bullish on the smaller ones because the more bite-sized (they are), the number of new players in the market will tend to be a bit more, compared to new entrance for large-sized projects."

Analysts say the collective sale market for this year will be focused more on locations at city fringes such as Balestier and Katong. This is because the land banks offered for sale in these areas will likely be smaller in size.

Mr Karamjit Singh, managing director, Credo Real Estate, said: "Various en-bloc sites have different fortunes. Smaller ones are more successful because for smaller developers, en-bloc sites are their main source of land supply. Bigger developers, on the other hand, are more keen on government sites."

SINGAPORE: It has been a hot and humid week for Singaporeans. During the day, maximum temperatures have reached highs of between 33 and 35 degrees Celsius.

Singapore's National Environment Agency expect the average daily temperature for the next two weeks to hover around a slightly cooler 31.6 degrees Celsius.

But this forecast does not sit well with some.

A taxi driver said: "We also have to take rest. We cannot take the heat at all. Many people might think we are making much money, but actually it is not. Because it is too hot, and some of the taxi drivers also fall sick."

Some un-air conditioned coffeeshops said business has slowed to a crawl, reporting meagre earnings even at night.

But the weather comes as a boon to some. Some air conditioner servicing companies said business has increased by about 40 per cent.

Zhang Wei, a Project Manager with Man Ling construction & Engineering, said: "Because it's recently been hotter than usual. Since it suddenly became so hot, those who didn't maintain their air conditioners will suddenly feel that it's not cool anymore, so they will rush to get it fixed. It's very busy like this, same time every year."

Mr Zhang said he has been working 12 hour days since the start of May, servicing about 10 air conditioners a day.

NEA said the hot weather is common this time of the year, as inter-monsoon months are characterised by hot weather and occasional thunderstorms. It said the warm temperatures are also common at this time due to strong solar heating and light winds.

CLEMENTI Mall, the first mixed-use development integrating housing board flats with a shopping mall, will officially open later in May.

Located at the junction of Commonwealth Avenue West and Clementi Avenue 3, the mall is owned and operated by CM Domain, a joint venture between NTUC Fairprice Co-operative, NTUC Insurance Co-operative and a unit of Singapore Press Holdings.

Two blocks of 388 flats form part of the development, a mix of three and four-room flats.

The project was designed and built by HDB with the commercial mall component later sold to CM Domain.

Giving an update on the mall's progress since its soft launch in January 2011, CM domain said the bus interchange on the first level would be opening sometime the middle of 2011.

Two brands- Samuel and Kevin, and Baskin Robbins- are also marking their re-entry into the Singapore market with an outlet in the mall. The mall's official opening will be on May 21.

Coffee Reduces Breast Cancer Risk, Study Suggests

ScienceDaily (May 10, 2011) — Recently published research shows that coffee drinkers enjoy not only the taste of their coffee but also a reduced risk of cancer with their cuppa. More detailed research published May 10 in BioMed Central's open access journal Breast Cancer Research shows that drinking coffee specifically reduces the risk of antiestrogen-resistant estrogen-receptor (ER)-negative breast cancer.

Researchers from Sweden compared lifestyle factors and coffee consumption between women with breast cancer and age-matched women without. They found that coffee drinkers had a lower incidence of breast cancer than women who rarely drank coffee. However they also found that several lifestyle factors affected breast cancer rates, such as age at menopause, exercise, weight, education, and a family history of breast cancer. Once they had adjusted their data to account for these other factors they found that the protective effect of coffee on breast cancer was only measurable for ER-negative breast cancer.

The group from Karolinska Institutet explained that, "There is often conflicting information about the beneficial effects of coffee -- when we compared our results to that of a German study we discovered that their data showed the same trend, but the relationship was much weaker. We suggest that this may have something to do with the way the coffee was prepared, or the type of bean preferred. It is unlikely that the protective effect is due to phytoestrogens present in coffee since there was no reduction in the incidence of ER-positive cancer in this study."

So while it is evident that coffee may have beneficial effects in protecting women from ER negative breast cancer the exact mechanism and compounds involved are not yet clear and not all types of coffee are the same.

SINGAPORE : SingTel has said it will offer Apple's iPad 2 with Wi-Fi and 3G in Singapore from May 14.

The telco said the tablet will be offered to consumers with selected tariff plans on a two-year contract, as well as a range of attractive data plans without a contract.

iPad 2 is the second generation of Apple's revolutionary new device, featuring an entirely new design that is 33 per cent thinner and up to 15 per cent lighter than the original iPad.

It features Apple's new dual-core A5 processor for faster performance and includes two cameras - a front-facing VGA camera for FaceTime and Photo Booth, and a rear-facing camera that captures HD video.

SingTel said even though the tablet is thinner, lighter, faster and packed with new features, iPad 2 still delivers a battery life of up to 10 hours that users have come to expect.

Error 'Insufficient frame/frameset handles' when working in mail file

On the Lotus Notes® client, you receive the following error message "Insufficient frame/frameset handles" when creating or opening a memo, reply or calendar entry. Why does this occur?

The common cause for this error is having too many windows open. Typically this issue is not observed unless there are more than 30 to 40 windows open.

If this error occurs and 20 or more windows are open, then try closing between 5 to 10 of the windows and see if the issue is resolved. If so, Notes is working as designed.

If the issue occurs when there is not more than 20 to 30 windows open, then this is not the expected behavior. First try exiting Notes and restarting Windows, and then see if the issue is resolved.

If the issue continues then you may want to try renaming the Notes data files: cache.ndk, bookmark.nsf, and desktop6.ndk. You could try this by individual file at first (using the order given) to see whether any of these files was having an affect on the issue.

SINGAPORE: More mothers spent their special day in style this year, as improved economic conditions allowed consumers to loosen their purse-strings.

On Sunday, many were treated to fine dining, free concerts and museum visits, as well as all the perks businesses could afford for Mother's Day.

Temasek Polytechnic estimates that children spent an average S$200 to S$500 on their mothers this year, a clear turnaround from the recession years.

Industry experts attributed this kind of spending behaviour to better financial and economic health.

"I think in the past, people tended to be more thrifty on occasions like this. But in recent years, there are more and more people actually wanting to celebrate this occasion. Of course, I think maybe when things get better they are willing to spend more," said Mr Samuel Tan Wah Ngui, course manager in retail management at Temasek Polytechnic.

More than 1,500 beneficiaries and residents from various Voluntary Welfare Organisations and grassroots constituencies celebrated at Esplanade with a "Beautiful Sunday" musical presentation of evergreen favourites at the Concert Hall.

Businesses were also more generous with freebies.

Eastpoint Mall in Simei, for instance, held a beauty pageant for the most good-looking mother and grandmother.

Kinki restaurant, meanwhile, launched a search for the hottest mum contest with a trip to Bali as the prize for the winner.

Temasek Polytechnic estimates that while the bulk of the spending would go to dining, it is also a boon time for retailers due to the economic upturn.

SINGAPORE: Both StarHub and M1 announced they will soon start selling the iPad2 with dedicated data plans.

This means that the devices will be available at special discounts with two-year contracts.

The telcos did not sell the original iPad when it was launched last year.

The new iPad 2 improves on the original iPad by being thinner, lighter and faster.

Just two bulletins are being issued for Patch Tuesday this month, one each for Windows and Office, addressing one vulnerability in the operating system and two in the productivity suite. The Windows bulletin has a critical security rating; the Office bulletin has only an important rating. Both patches solve remote code execution flaws in the affected software.

Many people will be able to get away without patching at all. The Windows patch only applies to server operating systems, leaving Windows XP, Windows Vista, and Windows 7 untouched, and the Office patch doesn't apply to the latest Office 2010 and Office 2011 for Mac versions. Systems which do need the bulletins may need rebooting.

Configuration Manager 2007 Software Update Management simplifies the complex task of delivering and managing updates to IT systems across the enterprise. Systems Management Server 2003
Microsoft Systems Management Server (SMS) delivers a highly-configurable enterprise solution for managing updates. The Application Compatibility Toolkit (ACT) contains the necessary tools and documentation to evaluate and mitigate application compatibility issues before deploying Microsoft Windows Vista, a Windows Update, a Microsoft Security Update, or a new version of Windows Internet Explorer in your environment.
