Cat found dead at Marsiling block in case of alleged abuse

SINGAPORE: The Agri-Food and Veterinary Authority of Singapore (AVA) is looking into a case of a cat that was found dead at the foot of a block in Marsiling on Friday evening.
Nur Irdhawany, 22, posted photos on Twitter of the white cat at the foot of Block 217, Marsiling Crescent, saying that her cat had died in a "senseless act of violence".
The cat, named Casper, had been a day shy of turning eight months old, the part-time student told Channel NewsAsia on Monday (Dec 19). The cat was allowed to roam around the block from 7pm each day and would usually return by 8pm. On Friday night however, Casper had not returned home by 9.15pm, she said.
It was Ms Irdhawany's sisters who later found Casper's body. "My mum had already rushed down before (I did). She called the police while I tried to feel for Casper's heartbeat," she said.
"I know someone threw him down because he didn't know how to climb or jump."

"It's heartbreaking because he really is very harmless and a lot of people around my neighbourhood recognise him," Ms Irdhawany added.
Besides Casper, Ms Irdhawany said the family has two other cats, Casper's mother, and its sibling. In her photos, Casper's mother was seen sitting beside the dead cat before it was taken away.
"There are a lot of cat carers in my area (who) feed stray cats, so I felt safe in letting them roam around a little," said Ms Irdhawany, adding that a neighbour living on the block's seventh floor had seen Casper playing with their slippers at 7pm.
She added that her family has made a police report.
In response to queries by Channel NewsAsia, a spokesperson said that AVA is aware of the case and is looking into it.
Cat Welfare Society spokesperson Veron Lau told Channel NewsAsia that the case appeared similar to another that occurred earlier this month, in which a cat was reportedly found dead on the doorstep of a flat, also in Marsiling.
Ms Lau said that both cats were suspected to have fallen from heights.
She added that while the Cat Welfare Society was aware of the case, no one has come forward to report it, which meant that a case cannot be properly investigated. "This is one of the issues we face in ascertaining if an abuse case reported online is genuine," she said.
However, she said that the phenomenon of cats falling from a height "is very real" and that the Cat Welfare Society receives reports of about five cats falling from heights each month.

Besides serving as a place of worship for the Muslim community, it will also hold programmes that reach out to other communities and enhance understanding and social cohesion.
The proposed design of the mosque in Woodlands Drive 17 was unveiled at a roadshow yesterday at the An-Nur Mosque in Admiralty Road, after its name was first revealed by Prime Minister Lee Hsien Loong at the National Day Rally on Sunday.
Describing Singapore's first head of state as an outstanding member of the pioneer generation, PM Lee said Mr Yusof had been a president for all Singaporeans and stood for enduring values that underpinned Singapore's success: meritocracy, multiracialism and modernisation.
At yesterday's event, Minister-in-charge of Muslim Affairs Yaacob Ibrahim said the mosque will work to carry on this legacy.
"The primary function of a mosque is obviously to serve the needs of a religious community, in this case the Malay-Muslim community. But having named the mosque after him, it's also important that we try and encourage as many programmes as possible to bring non-Muslims closer to the mosque. I'm sure he will want that to happen, because having his name there, it's almost a national institution," he added.
The design of the $15 million mosque, which sits on a 2,500 sq m site and has capacity for 4,200 worshippers, draws inspiration from Mr Yusof's official and private residences and will feature eaves, a verandah and balustrades that are distinctive of a tropical Malay house. It will also have a pitch roof instead of grand domes, an auditorium, a cafe and an IT corner.
Mufti Mohamed Fatris Bakaram, Singapore's highest Islamic authority, added that he hopes the mosque will instil the values that the former president held dear: piousness, community spirit, and the motivation to do better.
"(These are) values significant in the life of Yusof Ishak that need to be developed further and instilled in the hearts and minds of the next generation," he said.
Together with the 4,500-capacity Maarof Mosque in Jurong West that was announced in June, the Yusof Ishak Mosque will ease overcrowding at the An-Nur Mosque, which is currently the only mosque serving Woodlands and Marsiling. Both new mosques are expected be ready in 2016.
Woodlands resident Mohammad Hisham Hairi, 46, said the Yusof Ishak Mosque will be more convenient for him to worship at because it will be closer to home.
The taxi driver, who has lived for 14 years in the area, now alternates between An-Nur and mosques in Sembawang, which he said are packed at peak timings.
"I'm sure more Woodlands residents will go (to the Yusof Ishak Mosque) instead of Sembawang or Marsiling, so there will be less spillover," he said. "It's nice that we've got another place for us to pray and get near to Allah."

1-Net launches new centre to meet growing data needs
The new data centre, located at Marsiling, will be Singapore’s first Tier III data centre.
SINGAPORE: 1-Net Singapore is launching a new centre to meet growing demand for data hosting and other data-management services, to be ready by the last quarter of 2015.
The new data centre, 1-Net North, will be Singapore’s first Tier III data centre certified by the Uptime Institute, a research organisation and consultancy focused on improving data-centre performance and efficiency.
A Tier III data centre allows for any planned maintenance activity to take place without disrupting operations of hardware located in the centre.
“We’ve seen a shift in the way consumers consume their information over the last few years, and businesses have also responded by changing the way they engage customers. With the opening of this new 1-Net Data Centre, 1-Net aims to become Asia’s data centre of choice,” said Mr Wong Ka Vin, Managing Director of 1-Net.
The company noted that in South-east Asia alone, the online video audience grew about 8 per cent in the past year. South-east Asia also ranks higher than the global average when it comes to consumption of music, movies and entertainment.
1-Net is a MediaCorp enterprise. It currently manages telco-class carrier-neutral Internet data centres, and provides domestic and international connectivity among other services.
The new centre will be more than 200,000 sq ft and will be located at Marsiling. The total investment in the project is expected to be about S$130 million.
1-Net will also be investing an additional S$70 million to fit out the data centre with the technology required to attain the Tier III certification.
To receive this certification, the entire data centre is required to undergo significant testing for uninterrupted operation during maintenance activities.

HDB Launches 6,454 Flats

Today, HDB launched 6,454 flats for sale in a mix of mature and non-mature towns/estates under the May 2014 joint Build-To-Order (BTO) cum Sale of Balance Flats (SBF) exercise.
2The May 2014 BTO exercise will offer 3,071 BTO flats over four projects in the non-mature towns of Bukit Batok

3Together with the 3,383 balance flats offered in this exercise, HDB has offered a total of 13,090 flats for sale in the first half of 2014 to meet the housing needs of Singaporeans.
May 2014 BTO Exercise
4A wide range of flats, including 2-room to 5-room flats and 3Gen flats, is offered to meet the diverse housing needs of first-timers, second-timers, multi-generation families, and singles. As with all new public housing developments launched since Jan 2014, HDB will introduce a standard suite of eco-features in all four projects, which will help to manage water, energy and waste more efficiently.
5First-timers will continue to enjoy priority flat allocation, with at least 85% (for 4-room and 5-room) and 70% (for 2-room and 3-room) of the BTO flat supply set aside for them. Eligible first-timer singles have the option of applying for a 2-room flat in either Marsiling Greenview, West Crest @ Bukit Batok or West Valley @ Bukit Batok.
6Married/courting couples who wish to apply for a 3Gen flat together with their parent(s) can apply for one at Marsiling Greenview. Other multi-generation families who wish to live near each other in the same BTO project can apply under the Multi-Generation Priority Scheme HDB will set aside up to 15% of the Studio Apartments (SAs), 2-room and 3-room flats in a BTO project (subject to a minimum of 20 units each) for parents applying under MGPS. The same number of 2-room and bigger flats will be set aside in the same BTO project for their married children. (MGPS). There will be flats set aside in Marsiling Greenview, West Crest @ Bukit Batok and West Valley @ Bukit Batok for this purpose.
7Eligible first-timer households can enjoy up to $60,000 of housing grants, comprising the Additional CPF Housing Grant (AHG) (up to $40,000) and the Special CPF Housing Grant (SHG) (up to $20,000). With these grants, 2-room, 3-room, 4-room and 5-room flats could be purchased from $12,000, $94,000, $194,000 and $298,000 respectively (see Table 1). May 2014 SBF Exercise
8HDB will offer 3,383 balance flats in 11 non-mature and 13 mature towns/estates under the SBF exercise. They comprise 887 Studio Apartments (SAs), 95 units of 2-room, 476 units of 3-room, 1,241 units of 4-room, 674 units of 5-room, and 10 units of Executive flats.
9Flats offered under the SBF exercise are reserved for families. At least 95% of the supply of balance flats (excluding SAs) will be set aside for first-timers. In addition, 50% of the SAs will be set aside for eligible elderly flat applicants under the Studio Apartment Priority Scheme (SAPS), which enables them to age-in-place in the town of their current home or near their married children.

Advice for Flat Buyers
11Applicants are strongly advised to apply for a BTO flat in non-mature towns to enjoy a higher chance of success in securing a flat. Though SBF flats have a shorter waiting time to completion, the number of units in each town is small and is likely to attract high application rates.
12Regular updates on the number of applications submitted for the various flat types/towns will be published on the HDB InfoWEB. Applicants are advised to check for updates before submitting their application.

A fire at SingTel's network exchange at Bukit Panjang has disrupted services of its own and rival telcos, and bank branches and ATMs.

According to a SingTel spokesperson, the fire broke out at 2pm, causing damage to network infrastructure.
This affected some fixed voice lines, broadband, and TV services in Woodlands, Bukit Panjang, Chua Chu Kang, Upper Bukit Timah and Mandai, as well as mobile services in parts of Woodlands, Marsiling and Kranji, it added. Data lines for some corporate customers were also affected.
"Some services have already been restored since the fire was extinguished at around 3pm. Our engineers will continue to work through the night to restore the remaining services as soon as possible," said SingTel, which added it would provide regular updates via Facebook.
Rival telcos M1 and StarHub have also been hit as some of their services run on lines owned by incumbent SingTel, affecting fiber broadband and cable TV customers.
Mock Pak Lum, StarHub's Chief Technology Officer, said: "As we lease some SingTel optical fiber capacity that runs through this exchange, this has affected StarHub's cable TV, cable and fiber broadband, and digital voice services for some of our customers. We are monitoring the situation closely and working to restore services as soon as we can."
The outage has also hit stores with M1 reporting that its Causeway Point store's systems were being affected, leading to "significantly longer than usual" waiting times.
Bank ATMs and branches hit
In a statement, DBS said the fire had disrupted some of its ATMs, AXS services, and 18 of its branches including those at Changi Airport, Hougang, and Raffles Place. It added branches would remain open for an extra hour for customers. Services to most branches have since been restored at around 7pm, said a spokesperson.
According to OCBC, 11 of its ATMs were hit.
The Singapore Civil Defence Force had received a call at 2.16pm to attend to the fire, which broke out at a cable room in level one of the building, located at 40 Woodlands Road, according to Today. The fire was extinguished in 20 minutes by two water jets and no injuries were reported, it added.
Sales and payment operations at all Singapore Pools outlets except the main branch were also hit, leading it to delay its Wednesday 4D draw to 9pm from 6.30pm.
The fire comes just a week after M1 was fined a record S$1.5 million (US$1.2 million) for Singapore's worst network outage, when various services were disrupted for around three days in January. Regulator Infocomm Authority of Singapore (IDA) had reprimanded M1 for poor electrical installation practices and inadequate risk assessment practices, which led to sparks and smoke setting off a water sprinkler in a network center.

According to OCBC, 11 of its ATMs were hit.
The Singapore Civil Defence Force had received a call at 2.16pm to attend to the fire, which broke out at a cable room in level one of the building, located at 40 Woodlands Road, according to Today. The fire was extinguished in 20 minutes by two water jets and no injuries were reported, it added.
Sales and payment operations at all Singapore Pools outlets except the main branch were also hit, leading it to delay its Wednesday 4D draw to 9pm from 6.30pm.
The fire comes just a week after M1 was fined a record S$1.5 million (US$1.2 million) for Singapore's worst network outage, when various services were disrupted for around three days in January. Regulator Infocomm Authority of Singapore (IDA) had reprimanded M1 for poor electrical installation practices and inadequate risk assessment practices, which led to sparks and smoke setting off a water sprinkler in a network center.
